I've started playing an assassin. I randomly selected a deity that the filter said was legal, and didn't look twice. Turns Tiamat was actually an evil deity. So Apprently i need to fix this.
What i'm looking for is a god of madness who isn't evil. Something that fits the cheshire cat without being evil nor good.

Yup...Cyric is so tightly associated with madness, it's hard to picture any other deity (particularly any non-evil deity) in the Realms being associated with it, though Ghaunadaur also has the Madness domain, according to the article in Dragon 378. But, as Ghaunadaur, like Cyric, is chaotic evil, it still doesn't solve your basic problem.
Sharess is the goddess of cats as well as of passion.
She isn't crazy, but I think she does look favorable on people who are free and spirited.

I'm not sure why you want a god at all, it isn't like you need one as an Assassin.
However if you really feel the need there is the simple idea of Tymora - aka Lady Luck or a god of Knowledge would be appropriate as well.

At least from a fluff standpoint, there have historically been ramifications to being a character without a deity in the Realms, though it doesn't appear that those are being enforced with any sort of in-game effects in LFR.

Shadow Darts = He actually throws three playing cards. If an ace is thrown it will be a critical.
Army in the Night = Victem is assaulted with Mome Raths. Later.. more potent versions of this, the victem is assaulted by the Jabberwocky.
Targeted for Death = Simple.. Off with His Head!
Each time i use a shroud, a pocket watch appears or becomes more fulled. First it will show days, then hours, then minutes, and lastly seconds. Not only is it suppose to represent the white rabbit, but it also says "Your time is getting short" Once it invoked the watch begins ringing and then explodes on the attack.
Shades form = I'm almost nearly invisiable. But the mad grin and eyes are clearly visable.
Shadow Walk stays mostly true to its form. Sometimes its poof into darkness, sometimes i just simply fall through the shadow and out another.
I want to hold off playing an assassin until the hybrid rules come out because I've got this really awesome idea for a Changeling Ranger/Assassin yeah it's pretty evil. I can take Weapon Proficiency Great Bow and it can be my implement for my assassin powers it's almost a brilliant idea really. A Ki Focused Great Bow (I sense a tremor in the force HAHAHAHA) I'll have both a Quary and a Shroud power which means I can take Killer's Insight to gain an extra Shroud once per encounter. Since the hybrid version of Assassin supposedly restricts the Shroud ability too twice per encounter anyway Killer's Insight really helps the Shroud ability pack extra punch.
