When the issue is compiled.

This does mean that there's usually a delay of a month or more between when that material becomes legal for LFR, and when it appears in the Character Builder.

Dec 06, 2009 20:37:34 The exception is the Debut Content material which becomes legal when it hits the Builder. This month it's the Ardent class. Previous Debut COntent included the Psion, Skill Powers, Githzerai, the Seeker class among others. You can determine this material by looking in the Content Calendar on the day the buulkder is updated, you'll see a Dragon Article listing of "Debut: X".
