So rituals are limited to what you can buy based on level. Are alchemical formula also limited in this fashion?

The only rules on the matter that I can find say that you are limited in this fashion. Although if you are, master mixer (from the EPG which is legal for LFR) is completely useless in LFR.

The rules that state you can only buy rituals of your level or lower are core D&D rules rather than RPGA rules. In fact, the CCG makes reference to being able to purchase items higher than your level if you are also able to create items higher than your level. As a result, Master Mixer (and the similar Master Crafter feat) can be used as intended (although Master Crafter runs into an interesting snag once you have an INT of 20 as you can technically create items you are unable to use).

Don't have direct quotes on me right now, but I can look them up later if needed.
