Well I'll start things off.

At second level I am thinking about Weapon Focus (Dagger) for the some extra damage with my spells.

At fourth, maybe Armor Prof (Leather)?

At fourth level Chaos Bolt would be +8 for d10+10 (assuming a +1 dagger)
The AC would be 19, again assuming some +1 leather.

Its a very solid base to build from. I'd be very concerned about HP however. I'd most likely change imp expertise into toughness at level one to help durability. The +1 to hit is nice but I'd think it can wait a level.

I have a very similar build using human as the race. The scores are the same side from being down 2 on the dex. I really like the escapability of the Stormwalk power. Being able to shift and attack, then run behind your meat shields has its merits. Plus, with the extra level 1 feat you get more flexibility there as well and could take both implement expertise and toughness if do desired.

So, any particular thoughts on tactics you're aiming for?

It'd help to know for giving advice.
