I'm currently at 700g, And I'm wanting to buy a level 4 item with my level 4 character. As a reward, I can get a level 4 item (But its not the level 4 item i want.) and sell it off at 20%.

The item I want is battle harness for my assasssin. I've so far only used 1 of my magic item found slots. (Since no adventure gives out ki focuses.)

Is this a good idea to do?

Not ideal, I  think. I personally would hold out one more adventure.

Hmm.. Well I'm level 4, and so far have only a ki focus +1 and a belt of the brawler. (the belt took out a slot.) I'm on the fence on this right now.

Doesn't sound like a good deal at all. Just look at it this way - once you get to 4-7 tier play, it isn't inconceivable that you find a level 9 item that you could sell to buy the +1 Battle Harness outright. Or say a decent set of +2 armor that while not as good as +2 Battle Harness, is better than a +1 Battle Harness.

I wouldn't pick a found item to immediately sell it unless it is at least your level +3 or you absolutely have to have an item right now for some reason.

You are almost always better off waiting for the gold to buy a +1 item you want. It doesn't take all that long, relative to later levels, to save up the gold. You free up a slot for a future cool item!

However, for something like Battleharness, a big part of the benefit is switching between things, often magic things. You may not get much benefit from the harness at levels when you have few things. For example, a Warlock might have two Quickcurse Rods, plus two other rods, using the harness to use them in rapid succession plus benefit from Dual Implement. But, none of that is being used when you just have a single magic implement. So, you may want to delay the purchase of the Battleharness until you actually have the items in question.

Definitely not a good deal. I'd keep the slot open and hope for a better drop or wait until I have the gold to buy it wholesale.

Go play spec 1-3 or i believe adcp at level range 4-7 and you get your battleharness.

Well there are two reasons i want the harness.

First the Init bonus is a power bonus, and we typically don't have a warlord with us. So then i can get another item that gives an item bonus to init. Its not that i want to always go first, but that i want to always choose when i get to go.

And then the ability to switch things quickly. I currently have 10 daggers on me, which will eventually be replaced by 9 dynamic daggers and 1 of the teleporting ones. Along with a hand crossbow for distant attacks.

I went with the gold though, mostly because this thread presueded me. Now i have enough for the battle harness, because this adventure i went with the gold again. Assassins don't seem to get much out of these adventures so far. (esspecially when you only want ki-focus for your +effects since other items give nothing.)

Remember that magical daggers return to you after being thrown...

What he said.  There's no need to have 9 daggers that are the exact same thing.  You need one.  I could see having different daggers, but not all the same.

It's possible he's playing with a DM who follows RAW strictly.

Magic thrown weapons automatically return after a ranged attack.  (PH, p. 232)  Nothing is said about area-effect attacks, so a close blast 3 power could conceivably require 9 daggers.

CustServ (unsurprisingly) can't make up their mind: the FAQ says that you only need one weapon for an area attack (citing a non-existent rule that thrown weapons return after every attack); in e-mail, they have said that since thrown weapons only return after a ranged attack, you need multiple weapons for a blast attack (and you then need to go pick them up).  Since both are official rules sources, a DM is free to follow either one.

No, they're not. The CustServ person is unaware of the FAQ reference for some reason - this is almost clear cut. The only way it would not be clear cut is if the CustServ person referenced that the FAQ should be overruled because it will be changed shortly.

A DM who feels free to pick the unaware CustServ person over the FAQ is not following RAW strictly; they are deliberately choosing to be obnoxious.

You seem to be saying that the FAQ answer is the RAW.  Is there another rule somewhere about thrown weapons returning for all attacks that I've missed, or is just one of those "well it's like a ranged attack, so rules that specify 'ranged attacks' should apply" like the argument that Iron Armbands of Power should give you bonus damage with close burst attacks?

No, I'm saying this is common sense. Regardless of how you or I define RAW, the CustServ person is supposed to be giving you the answer from the FAQ.

Its not the throwing that i have 9 dynamic daggers. Its the dynamic dagger that i have 9 of them.

Dynamic Weapon

This weapon transforms into any other melee weapon that its wielder desires.

Level: 6
Price: 1,800 gp
Weapon: Any melee
Enhancement: +2 attack rolls and damage rolls
Critical: +2d6 damage

Power (Encounter • Polymorph): Minor Action. Change the weapon into a different weapon from any melee category (simple, military, or superior). This effect lasts until the end of the encounter, or until you end it as a minor action.

That is encounter based. So, if i polymorph it during the encounter to be used as something else, I can't transform it into anything else other than back into a dagger. It may be possible that our party might run into something that requires a certian weapon to fight, (like a javilian) but our fighter didn't bring any. Or perhaps the fight drags on for an extended period of time and to have the best possible offense, I need to keep switching weapons.

Dynamic is of especial good use for PCs multiclassing into a rogue who do not use light blades or x-bows as their primary weapon (e.g. in a home campaign my eladrin fighter/rogue spearfighter).

Yes Assassins love dynamic weapons. My build is going a different way, but before Shadow Blade PP was released I was going that way as well.
