Half-Elf Bard/Sorcerer, need to run this by

Okay so just recently (Last Friday: May 2nd) my Half-Elf Bard goes on a mission. Some may ask, "Whats so important about a mission". Well my Bard is native to Greyhawk and goes to a place FROM Greyhawk, (thats filled with Snow, Frost Giants, White Dragons, Snow Elves and other things, I forget the place's name). also please keep in mind this was a Core Special as well.

Well after some rough battling and finishing my Half-Elf Bard levels up and gains access to a lot of goodies like feats of: Draconic Heritage, Draconic Lineage. Prestige classes of Dragonsong Lyrist, Dragonheart Mage, Dracolexi and, Disciple of the Eye. Other things of Extra Music, Ice Darts and, masterwork musical instrument skills for Lute & Harp.

I began to think: Can I swap my 1st Level Feat (Bardic Music) at 2nd Level for Draconic Wings, now yes I know it reads 1st Level only (and I wish I was kobold right now) but would that count or is that I must be taking that feat (and if I was human I would take Draconic Heritage) at that one point in time or its very much locked off from me?

From my understanding of the way it works:

Retraining lets you take any feat legal for the level of feat you are retraining.

Access gained later can still allow you to retrain a feat from before gaining the access into that feat.

You should, if my understanding is correct, be able to retrain your first level feat to Drgon Wings.

You require the dragonblood subtype to take Draconic wings:

As such it is possible for Kobolds, humans due to their extra feat or for anyone with the Draconic sorceror alternate class feature from races of Dragon. (Draconic heritage instead of a familiar)

However, as a Half Elf Bard only gets one feat at first level, Dragon wings is out, as it MUST be taken at first level (excepting kobols once again) and you require the dragonblood type (via a feat/race) to qualify

Right, just checking for some Loop-hole that I wasn't aware of. When my Half-Elf gets its 3rd Character Level would have Draconic Heritage (And of course 3 levels after that, applying for Dragonheart Mage).

Though I can agree it does seem as though the Heritage is kind of irrelevant at the point where even if you would have Dragonblood, one would still not have accesses to Draconic Wings (Unless your A Kobold of course)
