What are the retraining rules in Living Greyhawk 3.5e? Do you need special access to retrain? Just wondering because some AR's have a spot at the top to note "Retrain" (in same area as "Died", "Drained", etc.)

The rules are in the LGCS. I'm talking off the top of my head, but I'm sure someone will point out my errors. :D

Retraining is noted and paid for on the AR on which you receive enough XP to make a new level. The character pays 100 x (new level) gp cost and 4 TU to retrain. Retraining options are per the PHBII. Retraining is not Rebuilding. Effectively, each level you may retrain one of: skill points, feats, spells, and class options per those rules. You cannot retrain abilities, class selection or class options that are not covered by those rules.

There are a few corner cases, but if you work with the idea "Oh, I wish I made a different choice when I leveled before..." or "I want that now that I have access to it from AR-of-coolness-number-seventeen," you're probably ok. Approaching it from "I can build a character with retraining that I couldn't build otherwise.." usually doesn't work.

If you have a specific retrain in mind, spec it out and we'll take a look. There are some nuances and exceptions that seem to fit at a broad level, but don't in detail. The problems ("Why can't I do that; that's lame") tend to be on the class features that cannot be retrained, either because there is no other option (Ranger bonus feats like Track and Endurance) or it's not covered in the PHB2 (Ranger favored enemy for example).

You don't need special access to retrain, but the item that you take must be open to you.

Also, for retraining, there are a couple of rules you need to be aware of for feat retraining:

1) You cannot retrain a prerequisite feat if you have any other feat that requires you to have it.

Example: Your character has Dodge and Mobility. You can retrain Mobility, but you cannot retrain Dodge as long as you still have Mobility on your feat list.

2) Any feat you retrain into must have been a "legal" feat for the level you got the feat you are retraining.

Example: Your character took Power Attack at first level. At 6th level, you find that you are becoming more of a ranged attacker instead of a melee attacker, so you decide to retrain Power Attack into another feat. You could retrain it into Point Blank Shot, since that feat was legal to take at first level, but you couldn't retrain it into Woodland Archer, which requires the character be 6th level when taken, even though your character is currently 6th level.

One other point:
You can only retrain one thing per level, so you could retrain a feat or a skill choice, but not both at the same time.
