I know that the Dispel Confusion article dealt with the TU and gold cost of the Draconic Rite of Passage, but is there a possibility of buying it, at full cost, as part of character creation?

I think the best you can do is undergo it after your first mod.

I expect the motivation for this is to acquire a dragonblood feat at L1?

Huh? The Draconic Rite of Passage allows a kobold to use a Sorceror/Wizard first level spell as an innate ability once per day. Caster level is equal to the kobold's character level, so it isn't very powerful out of the box, but it works its way up in power, and even using Shield for the ability can help during a standard combat encounter...

The Dispel Confusion article just codifies the cost for LG, as in 100 GP (standard) and 2 TUs (to account for the time spent fasting/preparing for the Rite).

Kobolds, by definition, qualify for various dragonblood feats in any case. Indeed, the card that Opens kobold as a race lists the various feats that are Opened for the race, as well.

There only mechanic that allows for the spending of TU's/gold/xp before an adventure begins is magic item creation...The only absolutely clear option is that you can definately do it after your first adventure...just ask your first DM if you can start with it and spend the TU's/gold in the same manner as one does for magic item creation...if not, just do it after adventure 1...not having it for ONE adventure isn't gonna make a huge difference...

I don't see any reason you couldn't mark the costs on your first AR and have it for your first adventure.
