While I don't use called shot rules myself (I assume people in combat shoot for center-mass, unless cover dictates otherwise and thus imposes its own penalties), it occurred to me that I carry wadcutters (147-gr full wadcutters) in my J-frame backup snubby specifically because they are less likely to glance off a target's skull than a more rounded-profile bullet. So, if you feel like it, you could give wadcutters a +1 bonus to hit on called shots to the head, but a -5' penalty to range increment since they don't fly as aerodynamically as other projectiles.

Just a quick thought, in memory of Jimmy Cirillo, who taught me much about .38-caliber bullets and heads and when the two should meet.

I think you are trying to assign what is a very large change in percentage of success to a very small actual difference in real world performance

One thing I have toyed with is having a rule where if you are using hollowpoints or in the case of rifles something other than military FMJ you get to re-roll any 1 rolled on damage, and if a 1 comes up again keep on rerolling that die. If anything, I'd say a single opportinity to reroll a 1 on a headshot woud be a good indication of what would be a glancing blow and minimal damage instead succeeds in penetrating the skull.

However, now you have a very very narrow set of circumstance rule. Also, to be both balanced and reflect reality, you'd need to create other sets of rules where other loadings shine, such as 158 grain 357s or higher getting to reroll 1s when used against large animals, 147 grain 9mms getting to reroll 1s when the target is on the other side of a windshield, etc etc

Yep, I figured it was getting too granular in the ruleset, but what the hey, it's not like WotC's busy writing new rules
