Two characters are joined at the wrist with a pair of manacles/handcuffs.

Assuming this bond is irremovable (by current means to the PCs), what limitations would it impose on each character in combat?

I'd treat them as being in an unbreakable grapple, as far as interactiosn with others go (ie. No dexterity onus). On a gridmap, they'd have to stay adjacent at all times. If its a hand manacle, they lose use of one hand (they could hold stuff in the hand, but nothing more; shields in such a handwould be ineffective). If an ankle manacle, they can't run/charge.

Severe penalties on tumble/climb/swim checks too, of course.

There is always the DMs trusty -2, but in this case there are certainly more than enough instances where I'd be willing to apply a penalty of up to -5 or more.
For only being connected by the wrist, assuming they're connected by opposite wrists and thus both able to face forward, denied dex seems a little much. Maybe an effective penalty to all dex-related things.
