Action Points for Higher Level Characters

When you have players create characters that are above first level, what do you do about action points? Giving all of them for each level could be unbalancing (and the characters should presumably have used some before the start of the game), but I don't want to give out too few. I can't find anything in the rulebooks about this. So, any suggestions?

I'm pretty sure there's a rule somewhere that when creating characters of higher level, he/she/it only gains the AP it would get from it's last gained level. So the character gains 5, 6 or 7 (varying with different classes)+ half character level AP when creating a character, no matter the level (half the character level of a 1st level character = 0).

Urban Arcana page 161 has some guidance on creating a character above 1st level, but it doesn't have any guidance on action points. In the game I ran, I would give full action points for the current character level, plus one for each previous level. Of course, you could make that 1/2 levels, or none. Your call.

Here's another opinion - on page 283 of d20 Modern, it says that heroic GM characters have a number of action points equal to one-half his class level. This may not give your characters too many to start with, but keep in mind that they weren't just born at Xth level - it's assumed that the characters have done some work before the campaign started to get to where they are.
