Someone in my group wanted Dynamite,
but instead of letting us set up a dark alley meeting to buy it from seedy characters
he said he was just gonna buy it online.... which he was told he cant do without getting arrested.

So now he wants to buy a pound of BlackPowder as a subsitute explosive.
Whats the PDC for a 1 lb can of Blackpowder?

I still don't have the Wealth system down completely, but after looking at the equipment list, I'd say maybe PDC 7.

The powder itself will cost around $15-20. However, you must then pay for shipping (approx $6 maybe) which includes a $20 fee because it is a HAZMAT item regulated by the DOT. It would be nice if I could find a direct price to wealth conversion chart, but 7 sounds good just going off of what other PDC 7 items cost.

The character may also run into other problems, because it is regulated as HAZMAT and explosives, so if he happens to be carrying it around in an unmarked container and gets caught, it will be a bad day for him. If it's already rigged up to explode, well that would be really really bad. And hopefully he isn't expecting to get the same effect out of 1 lb of black powder as he would 1 lb of dynamite, considering black powder is a low explosive. He might also want to consider that the ATF regulates the sale of black powder, and when this stuff explodes and they start investigating, it won't be hard to figure out that he bought 1 lb (the same amount that happened to be used, and they will figure out what was used and how much of it) of black powder (whether in person or online) shortly before that bomb or whatever he is making out of it went off.

would you define "ATF regulates the sale"

In the United States, the ATF requires merchants to keep extensive records of who bought it, when, and where.

How much, what quality, and what chemical markers are involved.

You can't get away with that.

What he should have done was get charcoal, salt peter and sulphur.  Or he could have made some nitrocellulose on his own.

And even then its only a matter of time before some young up-and-coming agent discovers who bought the equipment and chemicals to make their own explosives recently, and gets slapped upside the head after informing his older boss who had already figured this out some time beforehand.

I can make my own charcoal and saltpeter :p

Sulphur, however, being an element...harder to come by around where I live.

Of course if you're going the homemade route anyway, there's much better routes to go. Theres other explosives that are more powerful, safer, and easier to make.

I concur. There are more than a few receipes who can make with mundane products.

Seeing how I bought a can of FFFg back in 91 by just flashing my Over Age 18 id,
and how I dont see anything that would change the current 50lb unregulated cap in
18 U.S.C. 845(a)(5) and many other ATF places,
I wonder just what fed requirements folks are talking about?

The ATF Form 5400.3, Transaction Record for Black Powder to be Used in Antique Weapons
that muzzleloaders/cannoneers had to fill out?
Is that what you say we need to fill out now to buy BP a couple pounds at a time?

You can buy it, but the seller is required to keep records of transactions, which means when you use that to make a bomb, they are going to be looking at those records and looking into anyone who purchased the quantity that was used. And once they get enough evidence for a warrant, and then they find bombmaking materials, manuals, explosive residue, it will be a bad day for that character.

Out of curiousity, what is he planning on using the BP for? Chances are there are much better ways to go about it anyway (both for effect and as far as how easily it can be traced back to him). And he certainly won't get the same effect from 1 lb of BP as he would from 1 lb of dynamite.

Well, in case you haven't noticed, its not 1991 anymore.

And ever since a certain year when the whole free world decided it was going to be afraid of its own shadow, things that go "boom" to any degree, or be used to make things go "boom" to any degree, get closely watched when they're bought and sold anywhere.

I didnt say the 91 rules are the only ones,
I asked you what new law exisits for you to propose the 91 law no longer applies.

A) I cant find any 'new' law that changes the "50lb exemption" law
B) They cant keep records of info they dont ask from buyers

I dont understand why you are trying to play d20:CSI
with the party as the guys that will be caught by the end of the show by the CSI npcs.
I pitty any PC that makes the mistake of ever discharging a gun in that game.

Black powder is a crappy way to go as far as explosives are concerned anyway.

As for the law? The big paranoia catch-all known as the "Patriot Act." Tongue out
