Building a steampowered T-Rex

In a d20 Modern steampunk game (my 4th City Setting) I'm running, one of my players has the Scientist advanced class. She also have a great love of dinosaurs. She saw this pic (http://sideache.cgsociety.org/gallery/686038) and immediately wanted their character to build one. The setting already has living velociraptors so building a steampowered T-Rex isn't a stretch. The question, however, is how do I let her do this? What sort of XP, monetary, time, and spell requirements should there be?

Have you looked at the Robots section of d20Future yet?

That should set a guide for the game mechanics of building one,
once you have it done up to meet the mechanics we can help translate the fluff.
Well, I mey need some of the other usual suspect here to help explain a coal fired AI controling it... but the animatronics & weapons systems I can get all hot & steamy with configure to run with boilers

What tec level is the steam punk at? 5...6....?

Steam Punk is, by most definitions, Victorian-era. That's PL4 in d20 Modern terms.

There's also a fair bit of SCIENCE! in the setting so I figure it's likely more at PL5 in some capacities. I looked at the robot building rules in d20 Future and decided I'll just use those.

Victorian era will do for power & construction
but you run into major problems with the Brain and Sensors.
In particular, the Sight will be hard to explain, along with more than simple cog & hole disc calculation & procedure

Perhaps we can just fudge down the PL5 equipment for that

Robots are unable to perceive their surroundings without a sensor system of some kind. Without sensors, they are effectively blind and deaf, and they suffer penalties on certain checks—if they can attempt them at all.
Sight: A robot without visual sensors suffers a –4 penalty on all skill checks and cannot make Spot checks.
Sound: A robot without audio sensors suffers a –2 penalty on all skill checks and cannot make Listen checks.
Touch: A robot without tactile sensors suffers a –4 penalty on all Demolitions, Disable Device, Forgery, and Repair checks.
Smell: A robot without olfactory sensors suffers no particular penalties.
Taste: A robot without gustatory sensors suffers no particular penalties.
To build a sensor system from scratch, a character must succeed at a Craft (electrical) check (DC 30) after investing 60 hours in its assembly. A character without an electrical tool kit takes a –4 penalty on the skill check. The character must also make a Wealth check against the sensor system’s purchase DC.

Robot sensor systems are further separated by type and purchase DC:
Type: The type of sensors (visual, audio, tactile, olfactory, gustatory) included in the system.
Purchase DC: The cost of the sensor system.
Restriction: A sensor system does not require a special license to purchase.

CLASS I SENSOR SYSTEM (PL 5)
This sensor system includes a low-res video camera and a basic audio receiver (effectively a robotic ear).
A robot with a Class I sensor system takes a –4 penalty on all Demolitions, Disable Device, Forgery, and Repair checks, and a –2 penalty on all other skill checks.
Type: Audio, Visual.
Purchase DC: 13.[/INDENT]

Well, that makes it easy.
A robot with no visual sensors just takes a -4 on stuff because it is blind.
So it can paint a portrait, but just at -4 on the artistic craft roll
On the otherside, a deaf robot also takes that -4 because it cant hear the right colors to paint.

I'd just handwave in a fudge of the Class I pl5 sensors for
Victorian MadScientist Class Zed Sensors (pl4++):
Add 1/2 the penalties for being blind.... -2 on all skills and -4 Spot
