Lvl Scaling & Talent Inefficiency

Let me preface this by saying "This is not a 4e Modern thread".

While reading through modern on my last day off, I noticed that a few of the talent trees in Modern gave relatively little bang for their buck.  The ones that particularly caught my eye are those that provide a static bonus to the character, and for whom taking the improved version of the talent only increased the benefit by 1 or 2.  Specifically, I am speaking of these talents:

Strong Hero (All three talent trees)
Fast Hero (Improved Speed Talent Tree)
Tough Hero (Damage Reduction Talent Tree)
Dedicated Hero (Healing Talent Tree)
Charismatic Hero (Leadership Talent Tree)

After seeing how some abilities in 4e D&D scale up with character level (more accurately as the character progresses through the level tiers); I began to wonder what people thought of doing the same kind of thing for these talents.  Reduce each of the individual trees above to individual talents that scale up as the character increases in level (since modern & SWSE have no "tiers").

I do realize that this idea leaves advancing characters with level benefits (ie. new talents) that there are no talents for them to learn.  This is particularly valid with the Strong Hero who's talent trees would get reduced down to only 3 talents.  For multiclass characters, I don't see this as a problem; simply let them learn a talent from any class they possess class lvls in.  For those who do not wish to multiclass until they are forced to (and for other reasons as well) there would be a few general talent trees that people could select from regardless of character class.  These general trees are still a work in progress, but they could be skill or occupation based; & I would like to add fx trees for GM's that want to run campaigns that include magic, psychics, supers, etc.

Again, this is not a thread about converting Modern to 4e rules.

No one has experience they'd like to share with attempting something like this?

I find that difficult to fathom with how the Modern community has been mostly ignored and forced to houserule their own homebrew editions.
