My First apocalyptic settlement

This settlement will be the first safe haven the players will reach in my game. Before this they've seen critters, raiders, savage tribes and the drought but this place will be their first chance of asking questions about the world they are in.
I wanted this place to stay sort of basic as i needed to get myself familiar with the concept of this world. so i didn't go all crazy with things for that reason.
Ideas, advice and remarks are welcome as i'm eager to learn from more experienced people and be able to develop more.

Here's Fertile Village:

Estimated Population: 220
Ruling Faction: Johnson Family (democratic community)
Background: Suspicious and careful but eager to establish trade

Local History: In the time of the war, Grandfather Johnson found refuge at his old job. It was an old chemical Factory producing fertilizer for the modern world. As the factory was far away from civilized society, it wasn’t as heavily attacked as other areas. Although many structures were destroyed by climate attacks, the storage silo was saved which gave future to this location.
While Grandfather Gathered friends, his family expanded. Living from the food they were growing Inside a collapsed building, they managed to survive the war and start a new life. First getting water from the mountains, they created an aqueduct from the remains of the pipes from the factory after the war.
Growing in numbers, the Johnson family made rules of living, sharing the resources and creating a defence against the raiders of the land. But when they found out they couldn’t hold ground against all the raids they made a pact with the raiders that they’ll supply them with fertilizer in trade of protection….

Local Law: Although the Johnson family would have last say in any ruling, the community has lived in a democratic manner. Every person that wishes to vote in situations has a right to do so and his or her vote has just as much meaning as one of the Johnson members. The community has voted for three ministers. ‘Protection and maintenance of defences’, ‘Maintenance of food and water supply’ and ‘Trade and community with the outside world’ are their individual tasks.
When laws are broken by people, punishment varies from labour to banishment. Although there are some disagreements, death penalty is not supported within the community. Crime is low as everyone knows each other within the settlement. When outsiders do anything outside the communities law they are put outside the north side of the village were it is the most dangerous.

Noticeable Area’s:
- Trading Gate: Meant to look like a Market, this place is a gathering of junk that the People think could be useful to others. Outsiders are greeted here and most people never get further then this place. Although the junk here is only useful for coincidence usage, they are willing to trade food, water, fertilizer. For medicine, ammo or drugs, there are other places.
- Fertilizer Silo: The treasure of this village and thus its reason of existence. This place is well protected and also used as lookout tower. On top is a ballista, build by the community’s carpenter, which can strike fear into raiders that try to attack with vehicles.
The silo itself is filled with chemical fertilizer that the community used for food growth and trade. The fertilizer is extremely strong and is clearly a sign of the advancement of the civilization before the war. When Grandfather Johnson arrived here the silo was completely full as the infrastructure kept the fertilizer from leaving. Even after all these years, stock is still very good.
- Living quarters: A building of 15m x 30m and 3 floors high, it gives space for 192 people to sleep and live. The 1st floor is a bar, entertainment hall, relaxing lounge, living room and working space in one. It’s here where people relax and try to live in a peaceful environment together. The other 2 floors are divided into dorms. Every dorm can hold 8 people and the each floor has 12 dorms. Every person gets 4 square meters to fill however he wishes, although people have to take other into consideration.
There is a law that says no more then 192 people can accepted into the community except if they are invited by the Johnson family. When the Johnson family chooses to do so the invited will have to stay in the Johnsons house.
- Johnsons House: This house is the more luxurious one. Although this house was meant to be for the Johnson family only, it now holds more then 30 people. Grandfather Johnson chose this house to spend his time in during the war and has passed it into his children after he died. When the community was growing, the Johnson’s decided to use the factory as a living space for non family members. Ever since the Johnson’s lived in this place and this state slowly integrated into the law system.
- Water System: Although the fertilizer is the treasure of the settlement, the constant water supply makes this place worth a lot more. When the war was over and the settlement was growing, Grandfather Johnson gathered the strongest man and used pipes of the old factory to build an aqueduct from the water stream he found in the mountains. This system has given the settlement the option to expand with a farming system and a hygiene house.
The aqueduct is fragile and is in need of constant repair. Every week a group of man go out to check the pipes for leaks.
- Hygiene house: This place is for most the reason to call this settlement the best place to be. The hygiene house has separated shower-rooms that have 6 heads each, separated toilets for (10) men and (6) women, 2 private bathtubs and a water counter. There is a large water tank outside which provides the place with constant water. Hot water can be provided through the open fire water boiler outside.
- Farming House: After this building collapsed when the chimney of the now living house fell on top of it, the Johnson’s thought the building was lost. But it seemed later that the building was an ideal place to grow food in. It is the only source of food and the community prefers not to trade anything.

I'd watch out for the tactical exposure of the Aquaduct.

With an easily locatable and interuptable water supply,
they really are just asking to be taken over by laid seige.... armed jerks cut off the water and offer to let you all just walk away from their new settlement without killing you.

If you burry the pipes you dont have to worry about them just follwing them upstream and stopping your water supply, or just using your drinking water pipe intake as a toilet for a week or two without telling you.


Right after water & food, every settlement will have a powersupply.
Some might use hydroelectic, some windmill generators... with access to forest and domesticated animals you can use Steam&electric, or even use pumps from the old chem factory turned by animals to fill water towers for hydroelecric, or compressors to run a compressed air powersource.

Once you establish a steam or compressed air supply,
you can replace the ballista with a Pneumatic Bolter Canon, Steam Grapeshot Mortars, and "uber paintball gun" personal Bolters. Ever wonder what happens when you modify baseball pitching machine theory to chuck 1" rocks and spin it up about 10x as fast?

About the water supply: Yes, it's highly vulnerable and i thought of ways to solve it. As the water has to come from a height for pressure, i can't burrow it. Although i could say hills and rocks cover sight, i didn't come up with any good way. (maybe swamps or released bugs protect the pipes)
That the water pipes are under sabotage could become a nice quest of course.

About the electricity.. generators are options but devices to connect to them are rare. my campaign is about the tesla towers (wardenclyffe) first giving infinite energy to the world (thus started the creation of inefficient technology) and then the destruction of the towers.
Thus means that technology is uncommon. Either people found a device from before the tesla towers were build or someone has enough knowledge to build something new. Pumps were replaced with electro magnetic field creating vacuum to suck up things.. generators weren't needed anymore...

so building high pressure air constructions is a great idea and it's already in my notes to use in another settlement, but going to skip that.
Although a few high pressure tanks could be left from the past, ready to be used for something like an improved balista.
Btw, about the balista.. the arrow would be something like the granades you might have seen in the movie 'swordfish'. Tnt, surrounded with metal balls that deal extreem collateral damage.
