Need help creating a race.

Exactly what it says on the tin. I need help creating a race (or, barring that, a Template) to handle a race (or sub-race, what have you) for my setting.

To be much more specific, it is Uplifted Animals (a la David Brin, Larry Niven, Transhuman Space, Eclipse Phase, et al). Things like dolphins, Orcas, dogs, cats, etc.

Stuff like uplifted Dolphins, Orcas, Wolves, Tigers and the like. Sure, 'Uplifting´ could also be applied to making them Moreaus, but I was meaning as in 'modified by genetics/magic/cybernetics to be able to interact with humans and use machinery', as in the type that you see in the Uplift Trilogy and the Blue Planet RPG.
