Need Help with Post-Apoc nations.

Im going to be running an open world post apocalyptic campaign in October. It will contain some psionics and playable races include Humans, Robots and Mutants. The setting is a Wild West frontier type area, called the Region. Living here are people called Settlers, who try to live a peaceful life isolated in small towns. The players were raised in one of thse many Settler towns but have now been forced out by Road Gangers and must get any work they can to survive.

On top of this, large extraterritorial nations are converging on the Region for its relatively fertile farmland, and its unlikely that the area will still be independent twenty years from now.

I was inspired by Warhammer 40k to create a universe in which all the major nations are bad guys, so that the players will have to rely on eachother to survive. I've written up one nation already, but I need a FOIL for it that is just as bad, if not more, evil. Heres the one I have so far..


Swonea Federation


History: Swonea was founded by a coalition of water merchants that successfully dethroned a dynastic tyrant who reigned for over forty years. The new government started a golden age of learning and progress which saw the nation grow into its surrounding territories. The country's cities look not at all dissimilar from Victorian England, with smoke stacks and rampant industrial waste. In the current era, corruption is rampant all across the country, yet it continues to expand and conquer its neighbors.


Government: Swonea is governed by a parliament composed of wealthy merchants and corporate representatives. Positions are bought and sold freely ensuring that only those with “the greatest stake” in the country are in charge of governance. Military excursions are frequent and are usually done to further the aims of specific interest groups. This causes problems when the administration changes, causing old military operations to be completely abandoned so that newer ones may be started.


Parliamentary infighting is rampant, and political factions will often use gangs of truncheon wielding thugs to force other parliamentary groups to back down if they are unwilling to accept a compromise. While every citizen is born with the right to vote, wealthy factions will eagerly buyout “poll privileges” from the impoverished citizenry.


Military: Swonea has the largest military force in the known world, caused by their growing population. The vast majority of soldiers are conscripted from the poor illiterate masses of Swonea's lower class. Morale is very low and desertions are high, resulting in large bands of former soldiers turning to banditry on the frontier. Settlers loath the arrival of Swonean soldiers into their towns because of their ribaldry and violence, which is often exhibited on townspeople. With supply lines weak and inefficient, the military often forces towns to provide them with a share of their food, leading to further hatred between settlers and Swonean's.


Economy: Swonea is a PL 4 country with a rich and vibrant economy that is heavily dependent on colonial possessions. Because the military is not likely to stay in any one place for too long, corporations will often use their incredible wealth to spread their (and by extension, the nation's) domain by buying out traveling merchants and forcing them to rely on Swonea's printed currency for buying and selling goods. This currency is reviled by conservative settlers because it forces them to rely on a faraway and possible depraved government for making deals with traders.

The apocalypse occured after a lengthy war between the One-World computer controlled government (PL 7) and various survivalist rebel groups ended when the rebels launched a coordinated EMP strike which shut down most of the worlds technology. The war started when the Supercomputer reduced food rations for the unemployed human masses, leading to food riots and destruction of automated farms. The retaliation by the Supercomputer caused hundreds of millions of deaths, but the EMP strike ended any hope of the world surviving in its current state. Because the humans had relied on the Supercomputer's automated farms for food production, they had little to no agricultural knowledge, resulting in a wide-spread famine that killed billions. Much of the lost technology had to be reinvented, and the game takes place 150 years after the war ended.

The kind of nation I was looking for was a FOIL (also known as an antithesis or opposite) to the Swonea Fedaration and yet I wanted them both to still be evil. I was inspired by the Romanesque Caesar's Legion from Fallout: New Vegas but I am hesitant to simply cut and paste because my group is familiar with the Fallout series.

Does anyone have any ideas?

The players weren't meant to know precisely what area the game takes place in, but I assumed for myself that it would be set in Africa. However, the Supercomputer Government had reshuffled people around the earth so many times that everywhere was quite ethnically heterogenous. Remnants of native cultures might be found here and there if they weren't part of the Supercomputer societies for very long (or avoided them entirely).
