I think we should probably start with some basic info, like name, location, and population. Here are my recommendations.

Name: Robinson

Location: coastal North Carolina

Population: about 500,000

Everyone feel free to add your own suggestions.

Alright, here's a landmark.

Robinson's Statue

This statue is in the central town square of the city. Erected in 1974, it is sculpted after the founder of the city, James Robinson. Robinson came to North Carolina in one of the first waves of settlers to the Americas. He founded a village named after himself and attracted a population of 300 before his death. Since then the city has flourished into what we know today. An inscription at the base of the statue reads:

"Robinson City: Lighting the way for a brighter tomorrow"

From my cross series campaign

Robinson Churchtower Clock

The churchtower clock and the surrounding park around it has existed since the founding of the town. After a short ten minute walk the townsfolk find themselves at the stairs leading to the massive oaken doors into the central hall. If the visitors examine the grounds the will find the remains of the restored original stone church and the graveyard situated nearby from the founding of the town.

Mayor Wallace
Uses the High-Level Politician Stats, p. 282 of the d20 Modern Sourcebook

Mayor Wallace, after winning the last election, has greatly improved the city's sewer systems. His particular attention to these systems, however, has led some people to believe he's looking for something down there. The sewers are over 200 years old, and they have been known to house thieves, murderers, and several brothels. However, these have disappeared thanks to Wallace's new designs. It is said that Wallace has ties with the Freemasons.

Stacy, twenty-year old daughter of Mayor Wallace, tends to get her father in hot water with the media and the voting public. In addition to being a major party-girl, she often publicly disapproves of her father's political choices. Recently, Stacy has received threats from an unknown source.

Randitech Towers

These joined twin towers are the corporate HQ of powerful software and services firm Randitech. They are the tallest structure in Robinson at just over 400 feet (38 stories). The towers are located in Northtown, a well-to-do suburb on the north end (go figure) of Robinson.

Well, I'm no expert, but according to City-Data.com, its got mild winters, hot summers, and it doesn't get cold too often. The coldest temperature was 34F, and the hottest was 110F. I think it's kinda mountainous, and it has a great coastline. Perhaps Robinson is a coastal town (that would be a likely place for the early settlers to choose).

JoAnne Riley

Mother of Chris Riley, she runs a bakery (Sugar Tree) in North Quarter (the nicer part of town). A sweet lady of about 70, she is always ready to provide hospitality and a fresh baked cookie to any customers who wander in. She cooks while her niece, Kim Stevens, runs the register. The Sugar Tree is at 3004 Quaker Street.

Stony Wharf

This coastal area was filled with bars and brothels up until the Great Depression. In the 1950's, most of this was torn down and contractors tried to build a family-friendly retail destination, but this effort failed within a few years.

Now, Stony Wharf is home to dealers of illicit substances, underground parties, and other seedy scenarios.

Warner Heights (still pronounced "Verner" by locals)

Robinson's wealthy live in just around the bay from Stoney Wharf. Right next to the ocean, coastal breezes blow pollution and odours out of Warner Heights and onto the less affluent West Side, so the inhabitants of Warner are generally oblivious to pollution in their city. Warner is mostly single-family houses, some quite large and many on over-sized lots that date back to early colonisation. The streets are tree-lined and local parks and many.

Warner also hosts Langridge Technical College and Evaline Cole's College of Art and Design, relatively wealthy campuses where students drive to class and the frats/sororities own two-hundred-year-old houses. Langridge is known for its nuclear testing facilities (their collider was first built in the mid-90s) and its medical programme, while ECCAD is a hot-bed of experimental and avantgardist art, both in traditional media, like paint, and less traditional forms, like performance art. ECCAD, in particular, is a world within a world that consists mostly of wealthy students who explore "l'art pour l'art" and have little concept of how what they do might apply to the world outside of campus.

Warner has had an escalating crime problem in the last ten years. Which is not to say that there is more crime, but instead that scandals that might previously have been covered up have been going uncovered: rapes committed by campus athletes, high-quality (and high-cost) drugs flowing like water, and a local police force that seems to be at the beck and call of Warner's richest families (the Van Burens, the Langridges, the Chesters, as well as the wealthy families who more recently moved to Warner, the Chans, the Leibermanns, and the Washingtons).

Clayton Van Buren III

Clayton is a young resident of Warner Heights, a senior at a private prep-school, and one of the main streams of illicit substances into the affluent subdivision. Clayton makes weekly trips to Stony Wharf to purchase large quantities of various substances, then sells them at an immense profit to his friends who are more timid about entering the seedier areas of Robinson.

Clayton carries a nine-mill pistol on his trips, a pistol owned by his father. He has very little idea how to use it.

Mike Johnstone

Mr. Johnstone, as he is known to most, is a short high school teacher approximately 65 years old who seems to have been teaching at Meadowlark High forever. Since he's been a teacher so long he's taught many of the people who now run the city and so he commands a great deal of respect.

He's remembered by students of Meadowlark as a stern but fair teacher who can laugh at himself and others. He has no taste for political correctness and has almost been fired numerous occasions. He also runs a "paranormal club" afterschool where students can discuss everything from conspiracy theories, to mythology, to witchcraft.

In reality Johnstone is a mid-level dwarf smart hero/mage. If a DC 30 Research check is performed the fact that he has been teaching for over 100 years at the school can be learned. He occasionally changes his name and appearance through magic every couple of decades.

When he first came to Robinson shortly after coming from Shadow, he plied his trade as a teacher and stayed ever since. However, he realized that other less amiable beings might come through the veil and that Robinson was too small to help itself. In the past he had a difficult time of finding those who would help him defend the town because of the negativity associated with anything magical. In modern times he uses his paranormal club to find those he considers true believers. He then teaches them of the secret world around them and prepares them for any possible encounters.

The Rebels
"Motorcyle Enthusiasts"

Not sure where they think clever descriptions will make anyone think of them as anything other than a Gang, the Rebels are more than a sterotypical gang of thugs. Sure they look the part and commit the crimes normally associated to a motorcycle gang, but inside the cadre of the gang is an operation not known to even the majority of members.

The leader, know only as "Parker", and his interior circle are members of a deep cover homegrown terrorist network, a description that the Rebels find antagonizing: The Rebels are one of the few cells of CSA believers left in the modern world. Parker is holding this affiliation close and quiet, it is a war of subtlety and subterfuge, in the form of overt and visible crime that gets attributed to them being "just a bunch of biker hoods".

In addition to committing their own crimes of profit & protection (& eliminating threats), they have a network of "straights"... thru their drug trade and extortion rackets. This intel resource is exploited heavily by the Rebels, so Parker and his lieutenants can be considered to have top notch local Intel. Add to this the TopTier intel coming in occasionally from his quiet connection to the CSA terrorist network, and we find Parker is capable of very intracate and subtle plans of manipulation.

These Straights can be found in almost every organization or group, anywhere there is less that WhiteHouse level security or 100% morally incorruptable workforce.... in other words, nowhere with more than 10people is really safe. While Parkers goal of having any given spot in town reachable by someone under his thumb (or family member / friend of), he has quietly had focuses of getting Straights in Cityhall and major city players like Randitech. Thes Straights of course have no idea they are considered Extortable Resources by the Rebels, they just have a 'smoke' once in a while or are trying to hide a hooker from the wife.

His affiliations as they are, Parker and the Rebels are xenophobic purists... racial, ethical, and paranormal prejudice purists. Not quite WhitePride type guys, but America for Americans And Nobody Else. That 'nobody' list includes Shadow, and this is thoughout the membership: Rebels will prioritize targets to take out Shadow first, occasionally to a tactical or financial/strategic detriment.

Parker knows the final battle will be to have the Union split by internal strife, brought down by the very people that make it up. This requires internal agents on an almost unimaginable scale... a scale beyond what can be acheived in his lifetime. Parker is an idealist, and is willing to spend his life laying the foundation that those that come after can use to bring the goal to reality.

The South will rise again
... and nobody will see it coming.

Benjamin Washington

Benjamin is a former graduate of Meadowlark High School and a member of Mr. Johnstones' "paranormal club". Son to wealthy entrepreneur (and one of 3 CEO's of Randitech) William Washington and former actress Laurie Kellman, Benjamin grew up with a silver spoon in his mouth. A chance encounter one night when he had just started high school changed him forever. Benjamin witnessed Mr. Johnstone and a group of students take on several bugbears. Benjamin studied hard and attended every one of the "paranormal club" meetings. After graduating, Benjamin chose to become a priest and was assigned to a church up north. After several years of service and some unusual cases, Benjamin decided to leave the church and head back home. With permission from his seniors in the church he "left" the church and became the newest teacher at Meadowlark High School. Benjamin has been quitely watching the Shadow activity increase world-wide.

Local Business:

Da Ten Sekon Rool

This low end sports bar stays open despite the smell of week old chicken wings and stale beer. Its plywood windows and dim neon sign is uninviting to all but the bravest or most inebriated. Its patrons are not offended either by its less than sanitary cooking nor its dingy brown shag carpeting that hides more than chicken bones. This is a gobbo bar, frequented by the goblinoids of the city.

During the day just a few mixed breeds frequent the bar, but at night all manner of foul humanoids can be found here. It continues to exist despite numerous fires (both accidental and intentional), health code violations and run ins with various defenders of human kind. This is mostly because if it were truly shut down, they would be out there on the streets instead. Its better that they spend their ill gotten gains on beer and karaoke.

Proprietor: Jake Bruisenose - Bugbear - Tough hero 5

Jake is both bouncer and bartender and runs a barely profitable business. Though brawls and broken furniture are common, he really only gets involved in cases of death or damage to the karaoke machine. His pouring skills are no match for his skill with the baseball bat behind the bar (fortified with cut nails and duct tape). He supplements the bar's income with information trading and has no problem ratting out the goblin world to heroes willing to shell out a few bucks.

On any given night the bar has 20 to 30 patrons in it, fully 60% of which are goblinoids, 10% are human (the ugly kind) and the rest a variety of other undesirables. There are trap doors to the basement behind the bar and in the kitchen and the basement leads to the unusually extensive sewer systems of the city.

Side note: any patron who orders wine are "Elfed" which entails being grappled, stripped naked, ELF painted on their chest and made to stand upon the Karaoke stage until the patron belts out a rendition of "Feelings"

Miss Smith.

A cantenkerous elderly woman (apparently in her 60's) who runs a new age store selling books, crystals and other knick knacks to a gullible public who believe in the power of such things. A magically hidden backroom caters to those who actually know about the things that go bump in the night selling items of real power (books of spells, components for ingredients and magical items).

Although in the rougher parts of town her store has strangely gone unvandalized or robbed since the first year after its opening (15 years ago). In fact the outer parts of her store are protected by spells and items to deter casual thieves and vandals while the inner parts are protected by traditional enchantments of an amphibious nature and the backroom by lethal spells of protection.

She looks on the new paranormal group with concern as it brings back memories of the death of her loving father, witch burnings and the NAZI era. She feels its only a short step from fighting a gang of bugbears to thinking all non-humans are evil and from there to all those who aren't "pure human" are also tarred with the same brush.

Rumours circulate among the less kind that she's so mean death wants nothing to do with her, and among the more knowlledgeable that she's sustained by powerful magics. The truth is simply that she has never aged beyond her early 20's and she has no more idea why than anyone else (her father was actually a half demon, later killed by an overeager paladin), she was born in 1142 and conceals her true age with simple illusion spells.

(my first post here yay :D trying to tie the city together)
Local Business:
Seth's Quick Fix n Machine Shop
A repair garage on the main road through Stony Wharf running a custom shop on the side. Seth's is one of the few businesses in the area operating above the poverty line. it has been terrorized in recent weeks by The Rebels due to employing a great number of shadow folk. It is currently expanding buying seedy establishments and turning them into respectable businesses, much to the ire of the area's many gangs.
Still many of Seth's staff are former adventures, new arrivals, or second generation immigrants, those gangs that used to make fun of the neighborhood watch, stopped laughing months ago.

Owner and Manager: Seth Rihbak
A male gnoll in his mid thirties Seth claims he was a priest of before crossing over. He found he had a gift with modern machines and in a few years set himself up as a mechanic in Stony Warf.
He drives his workers hard and himself harder, and made a policy of helping newcomers adapt. An avid community activist Seth is unmarried but is occasionally seen with a local human female. It is unknown if she sees him as the gnoll he is or is she is still a mundane.

Special notes: watchmen
Seth can takes exception to troublemakers and his staff forms an impromptu police force among the shadow folk of the city. Instead of police arriving in Stony Warf and other low income areas, sometimes a watch crew will arrive especially if the disturbance involves shadow folk.
watch crew are usually carrying firearms and basic medieval weapons, sometimes supported by spellcasters.

never even played d20 modern before but I'm going to experiment on this board :P
Seth is a good example of some monsters that are trying to better their lot, no cultural chains like they had back home.

District: Glendale, Red Light district. (time for some crime)
many redlight districts sell flesh and other physical distractions, Glenside is no different. except for who is running the show, a number of young dragons were dropped here during an electric some some years back, they now fight a subtle war for control of the Glendale. Neither wants to attack the others directly, it would be bad for their businesses, thus it is a "Fight by Proxy" their "employees" wear their according color
Persionalities:
Braa'z Firespout: a young red dragon has taken up residence beneath the Firelocke casino, he lost most of his small horde in and was unceremoniously dumped on has scaly backside in a new world. He has begun to rebuild his fortune through illicit means, still young for a dragon, he is not above taking women to his bed, he properly drugs them so all they remember is a "wild ride."
Braa'z prefers to blend in among his employees in his human form, meaning he could be anyone at any time, from the woman on stage, to the bouncer at the door, to the bartender mixing your martini, but he is always in red silk cloths and has a gold chain around his neck.
In the "Boss" appearance he appears like a young but musclebound mobster in a Red Silk Suit, complete with fedora, and Cuban cigar, he actually thinks this appearance is hilarious because he got it out of old crime movies.
on the streets he is known as "Red Man" and has a taste in blonde women, good beer, and cuban cigars. He is quick to indulge all three.

Darios Shiverstorm aka "China White": A white dragon who has a hard time grasping the intricacies of modern crime, he lairs in an old meatlocker he makes his money on the narcotics trade, and is forcing the other narco traffickers out of business. More often than not is higher than a kite on a ludicrous amount of his own product, a white substance known as "Snow" it also comes in crystal form known as Ice.
Darios is just plain mean even for a druglord and incredibly paranoid, he often appears as a mongoloid thug of immense size, he does not always get the change correct and usally has white skin and hair, hence his surname "china white"

Saricco "Big Blue": a blue dragon running gambling and racketeering out of the High Hopes Hotel & Casino, he actually has the police well bribed and almost never does his dirtywork himself. He is the oldest of the four dragons and has his scaly finger on the city's pulse, he is one of the major competitors with Seth in legitimate businesses, he never resorts to violence when his opponent is legit, he finds this beneath him. Seth has no idea his major competitor is a dragon.
Saricco often appears as a middle eastern, slightly overweight, businessman in a blue suit, he is married to the daughter of one of the richest families in town, and they have a child "Julius" named after the Roman emperor. She is also Saricco's student in the magical arts, a decent wizard in her own right.

Morak Zarrez: this green dragon runs protection rackets and drugs out of his sewer hideout, his main competitor is Darios, though he sells a different type of drug they compete for the same market of addicts. thus the "Eastside Greens" and "Westside Whites" clash violently and often.
Like his simplistic competitor he takes delight in using his own products, a green fluid in a syringe, or rolled into a smoking green cigar. Marak however has the university firmly in his grip, which gives him a large market.
He used to be given virgins by the local towns before the shadow took him, on this side he no longer eats them, but loves deflowering women, or just causing them pain both emotional and physical.
In human form he takes the appearance of a burned raver with a green mohawk, this is a cover for the incredible draconian strength he actually has. He likes to attack women under the cover of night on campus, where he can eventually use his full strengh and size. true he's only the size of a horse, but that's still pretty bad when it chases you down and breathes acid on you.

phew that was a long one

Interesting although they aren't really defying the sterotypes too much. However they have inspired me I give you Darius White and Simon Borg. Darius White is responsable for Simon although he's not likely to show up here.

Darius White is a rather unusual serial killer who in his early days targeted upper middle class victims torturing them since he liked to see the terror and despair as their safe little worlds came tubling down. Naturally police soon figured out who he was (as he didn't try to hide his crimes) and he was forced to go on the run, the worst part of which was for him being he couldn't kill anyone lest he bring the manhunt down on his head. Then he witnessed a battle between two vampires and realized that the old stories might have some truth. For the next few years he watched and realized that not only where there supernatural creatures out there but that certain key figures in government and law enforcement knew about them. This inspired him and for several years he would travel from place to place identifyng the local supernaturals and then killing people in a manner appropriate to them leading the police to target the innocent superantural rather than realizing it was him. This continued until a particularly experienced (with the supernatuaral community) cop knew there had to be someone else responsable and managed to capture him. Darius White is currently a very fit 50 year old serving 7 consecutive life sentences with no possability of parole in an asylum for the criminally insane. Use the mid-level thug stats for Darius.

One of his early crimes that was never linked to him involved the murder (made to look like a werewolf did it) of David and Martha Borg. Their son Simon still believes this and it is one of the major influences that has shaped his life. The other important influence was that he spent several years in a very cruel orphanage before the social service shut it down. These two events have given him a hatred of supernatural killers and the belief that even if the government would do something about a problem the red type and procedural requirements will mean that even when it works its often too late for those involved. He decided that he would dedicate his life to hunting down and killing beings that the law can't or wont touch who prey on innocents. To this end he studied martial arts in school and after graduation spent 5 years in the military rising to the rank of sergent before getting an honourable discharge and begining his crusade against the shadow.

He is currently 30 years old and after several bitter lessons has learnt that even if it isn't human it doesn't automatically mean its evil. He is now willing to compromise and even work with non-humans although he'll never be entirely comfortable with them. The closest non-human he has to a friend is a cranky hermit who sells or rents him magical items he uses in his battles.

Simon is a cold calucating hunter who is well aware that many of the things he battles are stronger, smarter or simply more powerful than him so he attempts to kill them as quickly and cleanly as possible, the best kill in his opinion is one where his target doesn't know who or what hit it so it can't come after him. Since he can't interrogate them, if things go right, he makes sure that his targets are guilty and something proper authorities can't handle. He is also aware that some creatures can't be killed or even hurt by modern weapons and attempts to ensure he has the right tools before any fight.

He makes a living as a private investigator an identity that allows him a lot of freedom of movement and a good cover story. He always body armour and carries a gun.

The recent string of attacks by Morak Zarrez has drawn him to this small town determined to find and kill the monster responsable. Although still gathering information on the attacks he has so far determined its either . . .

1) A large beast that uses acid in its attacks and targets young women. In this case he'll have already sent off for something to protect against acid.
or 2) if there were/was a survivor that its a draon attacking people. Not having fought one before he'll have asked an old army buddy (who know's what he does) to supply a rocket launcher on the basis that it should work well against such a beast. However he's also contacting everyone he know's that is aware of the shadow to try and find out more about these creatures so that he has a better chance of suriving the coming fight.

Should he find someone he feels could handle this kind of situation he'd be quite happy to accept their help. Currently he's unaware of the other dragons in town although should that change he would leave Sarricco at least alone because he's not hurting innocents or even breaking the law where legitimate business opponents are concerned (he's not human but he's not a monster unlike Morak).

oh not everyone defies the styrotypes, I took it upon myself to come up with the crime of this city, there be much more than dragons here.
Crypts: formerly the Robinson City chapter of the Cripz they were besieged in The Simms Hill Graveyard by their rival Bloodz in desperation the terrified gang bangers turned to old rituals and a conglomeration of random desperate prayers, because they called themselves "soldiers" (slang for your average expendable gang banger) they asked for a general, they got what they asked for.
The only general around was General Lucius Simms of the Confederate 7th division, thus he was rather unceremoniously torn from the afterlife and crammed into his old bones.
Needless to say the Cripz were surprised when a old southern plantation owner's skeleton in confederate dress uniform tore his way out of the tomb and began barking orders at them. After a small scuffle he took control of the gang and lead them to slaughter the entire Robinson chapter of the Bloodz.
Now renamed the Crypts they turned their backs on the Cripz and adopted black as their gang color, they are now heavily involved in voodoo practices.
It is hard to tell a junkie from a real voodoo zombie

Lucius Simms: unambitious for a litch Simms has been to the afterlife and back, this has a way of reshuffling one's priorities. Rather than trying to resurrect the Confederacy he wants to learn about the forces of shadow, knowledge for the sake of knowledge. as far as he's concerned "we fought, we lost, time to get over it and enjoy ourselves"
He treats the crypts as an army and maintains discipline in a brutal fashion, The irony is not lost on him that a southern plantation owner who made his fortune off slave work in life, now leads an army of *warning* "*****s" *warning* in death and makes no money. Instead making the African American criminals rich in the process.
