NPC descriptions: ranged atk is always full atk?

He guys,

I've just started at my first campaign ever in D20 modern (post apocalypse). When searching out some cool npc adversaries I encountered the following 'problem'. In the ordinary descriptions in the d20 core rulebook (but also in the menace manual) ranged attacks are always mentioned in the full attack description. For example:

Low-level police Officer (page 275):
Atk: +3 melee (...), or +3 melee.
Full Atk: +3 melee (...), or +3 melee, or +2 ranged (...)

Does this mean that ordinaries can only use a ranged attack as a full attack (meaning full round action?). I really got confused, as it isn't explained anywhere clearly (only the creature description gets described).

NPC's make attacks just like heroes do- they can make ranged attacks as full attacks or as standard actions. I don't know why the book has it listed that way

Quite frankly, I don't pay much attention to the "full attack" write-ups if the character only has a single attack. Strictly speaking it would be more practical if they listed common attack variants below the main stat block, but they don't.

If you bear in mind that multiple attacks in the same round always requires a Full Attack action then it's very simple indeed.

E.g.

+4 melee unarmed 1d3+2 non-lethal
+0 melee unarmed 1d3+2
+2 melee knife 1d4+2/19-20 and +2 melee, knife, off-hand 1d4+1/19-20

I had always assumed that they just listed all the things the character [i]could[/] do for a full attack, on the assumption that you'd sort it out yourself.
