Okay so for a Zombie virus outbreak/survival campaign I have a city large enough to warrant a SWAT Unit at the local PD as well as a Military/Airforce base near or on the city. Since most stuff will be scavenged as the PC's go along I need a few things What I am needing is the following stats; SWAT Armor SWAT Shields I have Weapons Locker and will post anything else I need later.

SWAT Shield {Homebrew}
Shield Bonus: +8
Non-proficiency Bonus: 0
Max Dex: -
Armor Penalty: 0
Weight: 8lbs
PDC: 15?
Lincense: Restricted +2

Most modern SWAT teams have full torso armor with shoulder pieces and groin/neck protection, in Level IIIA soft armor. They also tend to have either Level III or Level IV hard plates in front and back, and some kind of ballistic-rated helmet.

Here's what I use: riot sheild from urban arcana with a few mastercraft bonuses to AC to represent it being a little bit more bulletproof than riot shields usually are; and either tactical vests or forced entry units depending on the mission/stats of the team. Also I usually give them cool stuff like nightvision and laser targeters and the like.

Waiting on my copy of Urban Arcana right now and when it arrives I'll post my stats for a SWAT shield

Posted my homebrew SWAT Shield on the first post; comments, suggestions, etcetera are welcome and am trying to decide if it should be ballistic plastic like the Urban Arcana book or a steel sheet metal core covered with kevlar or something...

+8 is a little absurdly powerful for a sheild, I think.

If I remember from Urban Arcana that the Riot is +4... so would a +6 if the shield is made of ballistic plastics be to powerful... and I could leave the +8 version as a SWAT Shield made from kevlar  lining the outer part facing the enemy maybe
