Welcome to the City of Rebirth


The city of Rebirth is a dystopian cyberpunk setting that takes place in the distant furture on a tiny planet called Ieson 5. Rebirth is the city mankind built on Ieson 5 which spans well over eighty percent of its land, with over three thousand districts and a population of over six billion. The core of the city is clean and prosperous, filled with the wealthy and upper class citizens of the city, living under the laws of the Rebirth City Police. Beyond the bounds of the city core, rebel factions controle large terriotries composed of many districts. these areas are generaly peaceful and orderly. Beyond the middle districts are the outer districts. Filthy and in disrepair, many of the structures in the outer districts are collapsing, and the streets are rulled by the violent street gangs. Criminals and the corrupt rule the city, keeping the wealthy on top and the poor in the gutters. Major corporations controle the majority of the cities resources, selling them to the people at inflated prices. It is a city without hope, devoid of moral integrity. The people struggle to survive, never trusting one another and always searching for a way to raise themselves out of the trash.

The Facts

How It Happened
Ieson 5, a small, mostly barren planet settled in 2025. It was ment to be a new beginning for the human race, a place to start fresh and leave the old troubles behind. Thus the massive city built on the surface was named Rebirth. Unfortunatly, the cost of transporting supplies to Ieson 5 proved to be too high, and in 2103 the corporations backing the project pulled out, leaving the colonists to fend for themselves in the urban jungle they had created. Mankind sought out a new home, and Ieson 5 was forgotton.

In the absence of the corporations, funding dropped out of everything. Without funding, services such as the police, the hospitals, and the firehouses shut down. Luckily food and water were easy to come by, however the money to purchase them was hard to find. Without any proper authority in place, a whirlwind of looting and voilence swept through the city, leaving whole districts in ruins. Criminal gangs took over the streets, claiming entire blocks as their domain, ready to wage war for cash and territory.

In the middle of the chaos, a small group of people came together to protect those who could not protect themselves. In 2234, this small group grew large enough to drive the gangs out of a single district of the city, and solidify their controle of it with guards. Claiming the title of Rebirth City Police, the group pulled together any who were willing to fight to protect the innocent. In time, their influence grew acros several districts of the city, pushing the gangs furthur and furthur back. Unfortunatly those in charge grew greedy, and they began to demand protection money from the districts that they freed. If the money wasn't paid, they would let the gangs back in, or even attack the district themselves.

By 2313, the RCP were in controle of nearly half the city, with an estimated income of over two billion in protection money. In the outer districts of the city, the street gangs still ruled, having evolved into a subculture all their own. With so much of the city already under their controle, the RCP saw their chance to dominate Rebirth City, and they began a draft program, forceing able people into service as they began to conqure districts instead of liberateing them. Unrest spread like wildfire through the city, and pockets of resistance began to spring up in the RCP controled districts.

The year is now 2400, and with the turn of the new century the RCP has lost several districts to resistance groups, but still controles the core of Rebirth City. In the core districts, those loyal to the RCP live comfortable lives in highrise apartments and lavish homes. Several new organizations have managed to gain a solid foothold in the city, each with its own agenda. The outer districts of the city are still a ruined mess, with buildings that are heavily damaged and partialy collapsed. These districts are ruled by the violent and territorial street gangs. It is a difficult time to be alive, and many people refuse to face it, hideing themselves away in the HINet. Those that choose to face reality must deal with a constant struggle to keep what they have, earn more, and stay alive.

Life in Rebirth City
Life in Rebirth City comes in many forms, from the executive businessman loyal to the RCP, to the homeless begger struggling to survive in the outer districts. For most people in Rebirth, the politics of the city are a distant problem. the common people tend to focus more on finding and keeping a steady job, feeding themselves and their families, and staying alive. The majority of the population lives in small apartments in one of the countless skyscrapers across the city. These people have regular jobs and obey whatever local autority is currently in charge.

Above the simple folk, are the executives and leaders of the RCP and its corporations. These men and women live in lavish highrise apartments in the core districts of the city where the streets are clean and the buildings are intact and well maintained. Most of the wealthy are loyal to the RCP, but there are a few individuels that have managed to claw their way to the top without swearing loyalty to the RCP, these few people are typicaly celebities; actors, singers, musicians, ect. They are allowed to live in the city core as long as they don't work against the RCP.

On the opposite end of the scales from the city core, the outer districts are overpopulated by homeless and poor people. Those with money in the outer districts often have to pay protection to one of the many street gangs in order to keep what they have. These few people live in crummy, one room apartments in crumbling, condemned buildings. The homeless gather together in the alleyways and gutters, begging for a spare coin and trying to avoid the street gangs.

Entertainment in Rebirth City
There are lots of ways to keep entertained in Rebirth City. The most popular way to escape reality and find some fun is the HINet. Some people are so addicted to the HINet that they neglect their physical bodies and spend all their time in cyberspace. Some people work on the HINet, running specilized nodes acting as nightclubs or stores selling rare software. Ofcourse criminals make use of the HINet aswell, hacking corporate computers to steal valuable information, commiting identity theft, and various other crimes.

Another major source of entertainment is the movies. There are two types of movies produced in Rebirth City. The first are the RCP approved films made in the cities core by the big name actors and actresses. These films can be seen at any theater inside the RCP's controle, and they are always wholesome and family friendly. The other kind of movies are produced by pirate groups outside the influence of the RCP. These flims are more difficult to find, often showing in hidden theaters or sold on disk on the black market. Pirate movies are typicaly contain violence and political commentary on the state of the city. Pirate movies are considered illigal by the RCP, and they arrest anyone caught with them.

A popular pass-time for many citizens of Rebirth are the sports. Car and motorcycle racing has become very popular among the outer districts, and furhtur toward the city core old standbys like football and hockey have a decent following. A new sport that has recently grown in popularity is called Cyber Rage. An arena combat sport that sets fighters with cybernetic enhancments against each other in brutal, no holds barred fights. Although the fights are supposed to end with a knock out, many of them end in fatalities. Cyber Rage has even gathered a modest following among those loyal to the RCP, dispite the sport being illigal.

Transportation in Rebirth City
There are plenty of ways to get around in Rebirth City, its just a matter of where you want to go, and how much your willing to spend to get there. The core of the city, where the RCP have total authority, public transportation is the primary means of getting around. Large transports and private taxis are easy enough to find. The transports are free provided citizens have a valid ID chip. The taxis are more expensive, depending on how far you want to travel. Only the truely wealthy own their own vehicles in the core districts, requireing special permits and licenses to operate.

Outside the core districts personal vehicles are more common, but still hard to come by. In these districts citizens still use public transportation in the form of older transports. Not always reliable, the transports only run to heavily populated blocks, leaving citizens to walk if they want to go to a less populated area. Those lucky people who own their own vehicle must be careful to keep their license on them and up to date, just incase they are stopped by one of the frequent RCP roadblocks designed to arrest illigal drivers.

In the outer districts, far beyond the influence of the RCP, personal vehicles are the only way to get around. Public transports and taxis don't venture into the ruined streets of the outer districts, fearing an assault by one of the many street gangs. People who own their own vehicles in the outr districts must be very careful if they choose not to join a street gang. The gangs claim the roads as their territory, and are quick to run down any vehicle that dosen't belong to them. Tolls and road blocks are set up on almost every corner, extorting money from innocent motorists whenever possible.

Slicers
There is one group of people that truely don't mind the chaotic and corrupt political structure of the city. A very small group known as Slicers. These individuels typicaly work in small teams indipendant of each other, infact it is not uncommon for two Slicer teams to come into conflict. Slicers are the go to people for anyone that needs something done. Information retrival, assassinations, kidnapping, rescues, sabotage, you name it, a Slicer team can do it, for a price. Slicers prefer to operate off the grid, getting paid in cash instead of credits. The only way to get in touch with a Slicer team is to talk to Mr. Smith.

Mr. Smith is the name given to a man that can't be touched. No one is certain who Mr. Smith really is. He communicates with clients through the use of robots or over the HINet, and keeps a direct comm line to Slicer teams. He is the man that organizes everything. He makes the deals and gives the jobs to the Slicer teams. When the job is complete, Mr. Smith takes care of the transaction, takeing ten percent for himself. No one has ever seen Mr. Smith's face, and its impossible to trace his signal.

When Ieson 5 was settled years ago, mankind was in the later part of progress level 6. Now, after many years of strife and conflict, technology in the city of Rebirth has advanced to the later stages of progress level 7. Alot of new equipment has been developed, includeing new firearms, melee weapons, and armor. Listed below is the most common equipment found in the city of Rebirth.
The Big Bang Bazaar

S&W P-38
Damage: 2d10; Critical: 20
Damage Type: Fire; Range: 40ft.
Rate of Fire: S; Magazine: 50 box
Size: Medium; Weight 3lbs.; Type: Handgun
Purchase DC: 17; Restriction: License (+1)
Feat: Personal Firearms Proficiency
Developed a few years before the Rebirth settlement project was abandoned, the S&W P-38 was the first plasma weapon to appear on Ieson 5. A fairly light weight hand gu, the P-38 is the most common pistol in the city of Rebirth, favored by the common people for its simplicity in style and function. It is one of the more accurate handguns on the market, and is easily upgraded with a scope or laser sight.

Derringer Z4
Damage: 2d6; Critical: 20
Damage Type: Fire; Range: 20ft.
Rate of Fire: S; Magazine: 10 box
Size: Small; Weight 1lb.; Type: Handgun

Feat: Personal Firearms Proficiency
Another gun developed before the corporations backed out of the settlement project, the Derringer Z4 is the smallest handgun avaliable in the city of Rebirth. highly favored by the common people for its compact size, the Z4 delivers high power over short distances. It is easily concealed due to its compact size, granting a +5 to Sleight of Hand checks to conceal the weapon.

D-12 Falcon
Damage: 2d10; Critical: 20
Damage Type: Fire; Range: 30ft.
Rate of Fire: S; Magazine: 60 box
Size: Medium; Weight 2lbs.; Type: Handgun
Purchase DC: 17; Restriction: License (+1)
Feat: Personal Firearms Proficiency
Introduced by the Diadem Corporation, the D-12 Falcon is a lighter, more compact weapon than the S&W P-38, with just as much stopping power. A shorter barrel gives the pistol less range, but it makes up for it with an increased ammo capacity. The D-12 is the favored sidearm of the RCP, and is standard issue for all street officers.

Developed by the Digitech Company, the DT-3 Hellfire is Digitech's answer to the D-12 developed by Diadem. The Hellfire is a compact pistol that fires self contained bolts of plasma on both a semi-automatic, and a three round burst setting. When used with the Burst Fire feat, it fires only three bolts instead of five and can be used with only three charges left in its energy pack. This weapon does not grant the ability to make burst fire attacks without the Burst Fire feat; if you use the setting without the feat, you make a normal attack, and the extra two bolts are wasted.

Originaly developed by scavengers working for the street gangs, the Nova 2-12 is a one shot, diposable anti-armor pistol. It is collapsible and must be extended (as a move action) before firing. Its overall length is jjust over one foot. with a successful hit, the Nova's high explosive warhead detonates, dealing 10d6 points of damage to all creatures within a ten foot radius (Reflex save DC 18 half). Furthur, the warheads rocket shaped charge enables it to bypass up to ten points of hardness when used against a vehicle, building, or object.

Winchester 480

Damage Type: Fire; Range: 90ft.

Size: Large; Weight 10lbs.; Type: Longarm

Feat: Personal Firearms Proficiency
The first longarm to be used in the city of Rebirth, the Winchester 480 is a long barrel rifle with a somewhat bulky design. It fires self contained bursts of plasma energy with great distance and power. Unfortunatly its design makes it heavy to carry, making it good for home defense but not for carying around the streets.

D-980 Bolt Rifle
Damage: 3d10; Critical: 20
Damage Type: Fire; Range: 80ft.
Rate of Fire: S/A; Magazine: 50 box
Size: Large; Weight 8lbs.; Type: Longarm

Developed by Diadem as an alternative to the Winchester 480, the D-980 Bolt Rifle is a much more compact and sleek design, sacrificeing only a little range and none of the power. As an additional feature, the D-980 can be set from semi-automatic to full auto as a move action. The D-980 Bolt Rifle has become the standard issue longarm of the RCP.

Developed by scanvgers in the outer districts and sold to the Diadem Corporation, the A-13 Dragon Assault Rifle is both a powerful plasma rifle and a high powered flamethrower. The weapon can be switched between its two modes as a move action. In its standard rifle mode, the weapon fires short, self contained bursts of plasma. In its secondary flamethrower mode, it releases a line of fire out to twenty feet.

The Mag-13 Pummel Rifle was developed to contend with opwered armor and heavy targets. It uses magnetic energy to damage the target's internal organs, making armor ineffective and powered armor a liability. A Mag-13 deals 2d6 points of damage with a ranged touch attack. A target wearing powered armor must make a DC 13 Fortitude save, faliure means the armor becomes nonfunctional for 1d3 rounds. When used against robots, the Mag-13's damage is doubled and the robot becomes nonfunctional for 1d3 rounds (Fortitude DC13 negates).

DT-90 Render Rifle
Damage: 2d10; Critical: 20
Damage Type: Slashing; Range: 120ft.
Rate of Fire: S; Magazine: 10 internal
Size: Large; Weight 14lbs.; Type: Longarm

Feat: Personal Firearms Proficiency
Developed by the Digitech Company, the DT-90 Render Rifle uses gravitic inducers to cycle rapidly back and forth between attraction and repulsion, literally tearing the target to pieces. A target struck by a render rifle's beam takes not only the given damage, but 1d4 constitution damage as well. The target can make a DC 15 Reflex save to negate the constitution damage.

Six million is a little sparsely populated for a world-city, isn't it? I mean, the Chicago area has six million people now. Maybe you meant billion? Anyway, the idea looks interesting enough. I've never really cared for cyberpunk, but doing it in D20 might be quite interesting. As far as FX, I'd stay away from most, though you might look at psionics and/or technomancer type things, both of which have a foundation in cyberpunk.

Very nice setting. Somewhat Half-Life-esque for some reason. I'm comparing RCP with the Combine Overwatch.
Anyway:
1) Yes, the information is very clear and easily read/understood. One thing though, the robots' names are somewhat dull. Perhaps adding their nicknames and purpose in their title would make it easier to find what you're looking for.

2) I'm pretty sure I'll add some stuff as I go along, if I used the setting, but I don't have any specifics.

3) I like the 1984 feel of the setting, and the fact that the PCs seem to be able to choose from many allegiances and factions. Also, you've made up a list of equipment, which is a plus in my book. And there's a nifty illustration.

4) Hmm... I don't play much future/cyberpunk ATM (WW2 Dieselpunk, Steampunk and Wh40k settings seem to take most of my time as a GM), so the only thing I really dislike is the fact that I won't be using it. I love nicely written settings, and this is clearly one such example.

5) I really don't feel a need for FX, unless there's a good explanation.

Tema69: Funny you should say it's Half-Life-esque as that was probably the only setting I didn't use for insperation. I've actualy never played any of the Half-Life games.

I'll edit the robot names to be more interesting. Only a few of them have nicknames, so I might have to come up with nicknames for the other models.

Nice to know you didn't see anyhting glareingly wrong with it. It is by no means complete.

What do you mean by 1984 feel? Forgive me I was born in 85 :P

I did notice the million/billion thing, but you did note that it was a small planet. Oceans could cover a lot of the surface too. But billions is more appropriate.

I'm glad you appreciate the input.

By the 1984 feel, I am referring to George Orwell's dystopic novel 1984. I was born in '91, so no worries there. But if you haven't read 1984, well... do it. Orwell is a great author, and 1984 freaked me out as I read it and compared to modern society (it is written in 1954).
If you don't have time to read it (or aren't a bookperson), I'm sure there are plenty of summaries etc. on the web.

And oh, about the half-life games, you might want to look into them - there definetely one of the best games I've ever played (although I haven't played much of HL1 - but I've played through HL2 and the various 'Episodes'). Again, dystopian police society, rebel faction, rogue scientist protagonist. There's some FX/Alien intervention in HL, but that's easily disregarded if you're looking for inspiration.

Now this looks interesting! Guess i'll fill out the questionnaire.

1) Everything was pretty well laid out and wasn't difficult to read at all.

2) There's supposed to be a city covering 80% of a planet, right? How does that city feed itself or get water? Where do the metals and other raw materials for the stuff that feeds the city come from if there aren't any interstellar transports?

3) It's a cyberpunk setting where I don't have to try explaining how we got from here to there - it's done in one simple step.

4) The idea of a city covering 80% of a planet bugs me, but I can get over it. The other thing bugging me is that cyberpunk is all about the line between man and machine getting horribly, horribly confused, and I don't think there's enough emphasis on that. Granted, it's hard to express this in terms of a setting instead of a story, but still. Cybernetics is a nice step toward making machine-like humans (Edit: and HINet addiction - forgot about that) , so mentioning some Artificial Intelligences and how they're used in the city would cover all the bases.

5) It's not really necessary, but it could be a neat addition. One of my favorite cyberpunk settings has psionics, so... that's something to think about.

NCLanceman: I admit, I debated the idea of a planet wide city for a long time. I wanted the city to be expansive enough that different districts could actualy have different cultures. For example, in the outer districts, the street gangs have a tribal, savage society. Other districts might have elders in charge, and others might be in complete anarchy. Its supposed to allow for many different enviroments within a single city.

AS for the integration of the cyberpunk theme, I agree that it dosen't come across very well. Any suggestions on how to enhancethe feel of the setting would be welcome.
