As a PC class, yeah, especially because you can arm your thralls with assault rifles and other goodies. The class would make for an awesome BBEG, though.

IF you did make it a PC class, you'd probably have to tone down the amount of followers you get.

I'm going to play devil's advocate for a minute. I don't think it would that unbalanced at all. In fact, I always thought the thrall herd was kinda weak.

A 1st level mook with an Ak-47 just isn't that intimidating. To quote a "wise" man, "Gun don't kill people, feats kill people," Sure, you've got an assault rifle. So what? Unless you've got Advanced Firearms and Burst Fire, you can't effectively use to on auto. Even then, that's a -4 penalty. Even if your mook is a 1st level strong, he only has a base attack bonus of +1. With Burst Fire, that's a -3 to hit. Good luck with that. I guess if you've got 100+ mooks all firing their Ak-47s in semiauto at the same target, it could get brutal. Of course, it would probably take a few thousand rounds to kill a bad guy that a gun savy PC could have taken down with a couple of clips.

Still, any DM that let's a PC say, "Oh yeah, I want to equip my army of 150 followers with military grade hardware," should get his head examined. Even if you allow your PCs access to black market weapons, that still shouldn't fly. There's a big difference between picking up a single 'K from the local gun runner and buying bulk.

It doesn't really matter if it's military grade weapons. One-hundred guys firing bows would be harmful. 1d8 on a hit? Weak. At least 5d8 per round on average, likely with more if they don't need to auto-hit to hit you, plus whatever the PCs are doing damage wise? OUCH! You're right, guns don't kill people. 300 style arrow storms do!

Alternatively, you can just have them all Aid Another the PCs and make it impossible to miss or be hit. :P

I'd say any GM who allows his D20Modern PCs to gain one-hundred extremely loyal followers in a non-military campaign needs his head examined.

Also note that not all those followers will be level one. In fact, two will be level sixth, two will be level fifth, four will be fourth, seven will be third... assuming a high enough leadership score, of course.

If I were to allow a PC in my game to become a Thrallherd, I'd start making the game around keeping his thrall. Groups that big are noticed quickly... especially if they're caught hunting mafia/gangs/whatever.
