Total mutation point worth?

Okay, my PC's are in a Apocalypse scenario and one female PC wants to play a brown skinned, pink haired, female mutant psychic with the following negative mutations:

Photosensitive Skin: You are especially sensitive to sunlight and suffer two points of nonlethal damage for each hour that you are openly exposed to direct sunlight.

Light Blindness: Abrupt exposure to bright light (such as sunlight or a daylight spell) blinds you for 1 round. On subsequent rounds, you are dazzled as long as they remain in the affected area.

My question is how much are these mutations worth via mutation points? There is nothing like them in either D20 Future and the closest one can come to either of them in Light Vulnerability in D20 Apocalypse.

Well, since Ultraviolet Allergy deals 2d6 points of fire damage per round exposed, and only grants 3 MutPoints, I'd say that Photosensitive skin should grant 1 MP, max.
That is, assuming you use the D&D nonlethal rules, otherwise, it shouldn't grant anything, as 2 points of nonlethal in d20 modern has no effect, unless you have a Con of 1.

As for Light Blindness, what does the condition 'dazzled' do? I can't find it in the rules...
