Am I wrong in thinking that this is standard driving etiquette?

Some people won't realize their next turn is so close and get into the wrong lane. Other people will just try to get ahead of you by jumpin to the largely empty lane and figure they can cut in because other people will try to avoid hitting them. Some people will get into the largely empty lane because they are afraid of getting caught at the light (assuming there is one in this example) a second time before they get to take the turn.

Something about reckless driving?

I mean really if you're going to jump traffic, take the straight in that pic, and then hang a left at the next intersection.

In all fairness, sometimes you have good reason to. Like those people in the other lane have been consistently driving under the speed limit for the past few miles and generally take about ten seconds or a few honks to realize that the light has turned green and so there's no reason not to expect that you can safely get in front of them before hitting that turn.

But generally, yes that's pretty stupid.

  Given the diagram and the appearence of how soon the second turn is coming up, etiquette should pre-determine that the car in the inner lane should plan on going around the block or wait for another turn farther down the road.

Where I live that sort of driving could get you ticketed.  That's an improper turn.  If there's two left turn lanes you must turn into the corresponding lane after the turn.  So, if you're inside you stay inside and if you're outside you stay outside.  The driver pictured should have been in the right lane because that's the lane he needed to turn into.  I don't know how often people are cited for it but I do know they can be.  And it's unsafe.  So no, you're not wrong in the least.

Also proper etiquette people forget about that could also get them cited: maintaining speed.  Yes, you are supposed to maintain speed when driving unless the speed limit is changed for any reason.  It was part of my driving test, too.  And yes, if you don't you're being an .  Lrn2dryvn008.

Or this is the first time you take that road and didn't know that turn had to be taken from that lane.

This is not a reasonable excuse. If you accidentally got in the wrong turning lane, then you should miss your turn and just turn around up ahead. That is the courteous and logical thing to do.

I'm pretty sure my car is faster than yours. Besides, I would change lanes in the middle of the intersection so as to surprise you. You might crash, but not into me. Also, this is a common occurrence in Miami. We are used to cutting people off.

You're right, it's not. But it is an explanation. I mean, hell do you need it clearer than that? Sometimes people get dumb in the head and place getting to the destination above what should be their first goal while driving: collision avoidance.

But then again, that is to be expected when mingling with random people whom basically are no threat because you're both in a car and unable to reach one another.

Kinda like the internet, where most people are also a-holes if they want to be.
