Best Sandbox games? Action/Adventure/RPG, whatev.

What are some good Sandbox/Openworld games?

My vote for "Best" is probably going to be Elder Scrolls (specifically Daggerfall or Oblivion).  I still haven't beat either of those games for getting "lost" in the sandbox, but that's not important.  In Daggerfall I had 3 houses at one point and I had no idea where to even start the storyline. 

Thoughts?
