Well in this case they thought about changing the title to "The First Avenger" because they thought "Captain America" was to "jingoist". And after looking up the dictionary defintion it because clear they didn't know the definition.

I think he was referring to the reporter's writing abilities.

Some genius decided to keep "Captain America" intact here... but they translated the second part to "Pierwsze Starcie" (the First Clash). So again, a bilingual title that's not exactly a translation... but it's still not as bad as (sic!) "Projekt: Monster" (Cloverfield).
