That is a yugoloth. An Arcanoloth type Yugoloth to be exact.

Yes, they are the neutral evil ones. That is one of the things that amkes them my personal favorites. Not chaotic enough to desire random destruction; and not lawful enough to be part of a rigid social structure. Just pure, wandering, self-serving evil.

And I think that the specific arcanaloth in that picture is Inajiira, the 'loth who struck a bargain with a then mortal Strahd von Zarovich, and became stranded in Ravenloft during an attempt to force the Darklord into honoring their original pact.
