Though I think the Rovers prove without a shadow of a doubt what we are capable of when we put our mind to it.

Which is probably why they are cutting back on their space program... Um... no. The cost of the original mission was ~$820 million.  It got five mission extensions totalling ~$436 million.  Total cost: $1.256 billion.  Over the course of about seven years. As comparison, the defense budget for this year alone is around $500 billion.

First off I'd be surprised if it cost an independent 3rd party more than $10,000 to do an investigation as most of it is literally just releasing paperwork, there is some laboratory testing to be done, but unless you are going to recreate the event itself I don't see them spending billions on it... Even then it wouldn't cost quite that much... Secondly many of the 'truth seekers' as you call them have offered to help pay in part or in full to do the investigations. Literally the only thing standing in their way is the government releasing samples and documents...
