The idea is they can scare up enough support they can pass the law and then the government without trial or without investigation will simply block any site that a company reports as having IP infringement. Some company doesn't like Youtube, bam its banned. Some company doesn't like www.activistpost.com, bam its banned.

The idea is to get you to agree to give up the freedoms you enjoy for 'security'. I think Benjamin Franklin said it best "He who sacrifices freedom for security deserves neither."

This law would not actually protect people's personal data. Only intellectual property.
