Its like in the future and doctors make babies to order, gene manipultaion and all that, so these people are the elite, but this dude was born before this technology became in widespread use, but his younger brother is plused out or whatever and hes a cop and he after the brother for impersonating an elite so he can fly to Jupiter or some ****, anybody remember the name of that freakin movie? Its from the 90s if that helps?
