It's a guitar pick, used to indicate to those "in the know" that the painter was a ninja. The colour was used to indicate their allegiance; in this case it's white, indicating that the painter was a member (or at least affiliated with) the Koga ninja clan.

Unfortunately, that OTTo, while cute, is not an OTTer. Well, he's an OTTer like we are, nut not an actual otter. They're much bigger. That appears to be a ferret or a weasel or possibly a mink. After some quick pic perusal, I'd have to go with mink. The single color is the biggest tip-off.

You know there is more than one species of Otter, right? Wikipedia claims there are 13.
Northern River Otter: 4-5ft, 10-30 lbs
Sea Otter: 2.5-5 ft, up to 30 lbs
European Otter: ? bout the same as a river otter I guess. Dosn't say exactly.
Giant Otter: 6ft (+1 ft makes you a giant?)
Marine Otter: 3ft, 10 lbs
While it almost certaintly is not a Sea Otter, it could easily be a northern or southern river otter, or a marine otter. I'm going to go with Marine Otter, 'cause that sounds more bad ass.
Edit: A standard long neck bottle is just under a foot high, putting Otto at ~2.5ft long, probably around 3ft from nose to tail. Yep, gonna go with marine otter.
