The cat is happy and running around like a crazy cat how they are supposed to with the aid of the buggy. It doesn't need put down. It needs a home and love. :D

Look, I am no lover of cats, but if the thing is functional and in no pain, let it live. Exactly. Animals can be disabled just like humans can be. As long as no one is dumping the cat outside to be abandoned then don't see why it needs to be killed.
