Again 5/6ths of the world's population has a cell at this point. the remaining billion and change either live in too remote of areas, are in absolute hell holes that a cell wouldn't work in anyway (due to no towers or infrastructure) or choose not to have a cell (myself).

Safelink is a service that is provided to a limited number of people. usually, it is given to the elderly who are on medicare and medicaid. They have to be low income... really low income. The phone is given to them for use in case of emergencies. The number of minutes is extremely limited. You are not going to be using this as your everyday phone. 

It is also available to people who are disabled... as in permanently. You aren't getting this because you broke your leg. You're getting this because you are not able to work and are low income. If your family has money (anything that is above the poverty line) you aren't going to qualify.

People aren't going to be getting a Safelink phone and start making drug deals. You would probably run out of minutes in a few days. You also need to reapply for it every couple of months.

It is a good service for those that need it. It's pretty messed up that they are going to charge for this. The people that get this are usually on a very fixed income.

Someone might need to call a non-911 number in an emergency, depending on what it is. There are a few situations that would also warrant calling for help but not via 911. (Someone who has fallen ill but isn't in need of an ambulance screaming to their door would probably be better served by calling their doctor's office, for example.)

Anyway. Whether or not this is a good idea depends on what kind of phones and minutes they're handing out... a cheap phone about to be recycled anyway and an hour of calling time a week are enough to handle all emergencies, job interviews, and other things that need to be done and shouldn't cost more then about 10$ per month per person.

Handing out iPhones and 100 hours per month to call with on the other hand, is obviously BS.

I can understand the idea of "if you don't have a phone, you will never get hired." It's true. If you go to a company stating you cannot be called, or you have to call a friend and I'll call back later, you're most likely going to the bottom of the pile. Especially in a "we have another 50 people who are also qualified for this position and are easily reachable situation", which is what I'm guessing most people who are under the povertyline will be.

So while I have to buy my own cell phone, some other person gets a free one... at my expense.

Yeah, I do care for other people... my wife, my kids, my dad, etc.
I am under no obligation to provide things for other people... especially when doing so could prevent me from taking care of my own family.
Why do I get punished for doing things right, while the other gets rewarded for doing things wrong?
Why is it my responsibility to provide for those outside my immediate family?

Not even below the poverty line: while I was job hunting earlier this year my phone service was suspended for three weeks and I'm pretty sure I missed out on at least two interviews as a result. Was my cell my only contact info? Nope. But if HR starts doing call-outs, unless you're the absolute top of the pile we-need-this-person-right-now they're probably just going to skip you if they get a "this customer cannot be reached at this time" message.

I don't think it should be mandatory as part of your bill, just an option. I don't really mind it, but for some people every dollar counts (how much is this fee anyway?). I wouldn't care if it was a default option (that's probably the easiest way to get people to contribute) so long as someone could call in and have it turned off.

Not always true. My family has been on public assistance of various types before. My mom relied on social security as she was physically unable to work. My wife and I used WIC and a couple other programs to help us early on. We hated it, it's not something you want to do if you have any amount of pride in yourself. We used the programs as intended, to simply give us just enough reprieve that we could get on our feet and become contributing members of society.

I realize that not all people are like that (I've actually overheard conversations where women talked about needing to get pregnant again because their WIC or food stamps or whatever was about to be cut off). That doesn't mean the concept of assistance is flawed, merely the particular implementation of it that allows (and sometimes even encourages) people to not work and remain on government assistance for far too long.

It's included in your taxes. It is probably a few cents to a dollar or so. I just check my bill and it appears to be $1.71. I don't mind.

But try explaining that to a socialist.
I'm not against assistance, but I have to look out for my family first. And I have no respect for people who live off the system... and there are far more people abusing the system than actually needs it.

I did what I had to do to better myself... going in debt to get an education, using public transportation or begging rides until I could get my own vehicle, not having any "spening money" after bills are paid, not having a cell phone until I could afford one, etc.
People have to be responsible enough to make decisions that will better their lot in life. Rewarding bad decisions and laziness isn't the answer, as all too commonly happens with the current system.

I work long and hard to provide for my family, and give them nice things. I guess nowadays one really just needs gov't to do that for them.

Yes. That is all you do. You complain about anyone using any type of government aid. I have yet to see you say anything positive about anyone using government aid momentarily to improve their situation to the point that they no longer needed it. 

Look at Bone_naga's post and your reply. The only thing you could take away from it is that there is abuse in the system. I'm sure you were close to having a stroke reading that his family actually used government assistance.

You mean you took out student loans and used public transportation? Are you saying that my tax dollars went into paying for you you get to school and be able to take classes? I expect such an abuse of the system would make you send them to a private university... and don't even think about financial aid buddy...

The problem is that it appears as if you think everyone is abusing the system. This article about Safelink is empty of any information. They interview a few people without giving them any real information and you get responses like the one in the article that assumes someone was getting an Iphone. So far you have said nothing to make people think that you see the use in this program. All you have done is complained that some people are given a cellphone and that leads to them being lazy and not wanting wasting to better their situation.

I only ever hear you complaining about the system existing. I hardly ever (if at all) hear you complain that the system is being abused. You make it sound (all the time) like you want to scrap every kind of government aid in existance.

If you really think that government aid should exist but the abuse should be dealt with, you are literally the worst person I've ever met on a forum when it comes to explaining how you feel about things.

Yep, like those multimillionare's that pay virtually no taxes, retire, raking in millions per year and -still- accept social security and medicare. Those people clearly don't need it. I find it hilarious that your political idols never talk about that part. You know why they don't? Because they fall right in line with that problem.

If you have the money and don't need more, quit robbing the system. It's that simple really.

Are there people that abuse the system? Yes. But from my experience (and I live in the South, in a Red South too, it doesn't get much more System Dependent than trailer trash) they are a minority within the scope of the system.

Okay,

So I suffer from a number off issues (Osteonecrosis-Avascular necrosis,very very severe Asthma,very very severe Alligeries) and so i'm on Social Security, and unable to work because if i worked I'd earn jsut enough to lose my beneifits which include my insurence,but I wouldn't earn enough to pay for the meds I need to live (my alligery shots alone cost a total of $15,000). Currently I have a cell phone because It's easier for me to use since I go out during the day to shop for things and go to the mall to hang out with friends. A home phone wouldn't be practicle for me.

This program were avaiible in my state of New Mexico would be wonderfuly since it owuld mean i'd quilify for it, currently I have been behind on my cell phone bil just once due to other things coming up that needed to be paid.

And if anyone had brothered to click to on the links i provided up thread,you'd see jsut what it takes to get into the program.

I doubt it me and him get along pretty well. besides I just wanted to see if I could do it I didn't get them renewed or anything. I pay 3 cell phone bills I deserve some of that free cell phone crap anyway.

J2C, are you sure you're not mistaking SafeLink (which you get sent) with a regular TracFone? I have a TracFone cuz I don't use a cell enough to spend a crapton of money with plans. My grandmother (God Rest Her Soul) had a SafeLink phone because she was on Medicare, only recieved a small amount of money from SS and such, and if she needed a phone to contact my grandpa, for example, she wouldn't have been able to afford it after a metric crap-ton of money on old people medicines and everything else.

Man that sucks. I'm using an LG TracPhone myself and damn, I can't kill the thing even if I wanted to. I'm a heavy guy and I've fallen onto this phone (damn glare ice...) and it was perfectly fine. Only problem I have is that calls are weird with how they deduct minutes. If the call lasts 1 min 20 sec, it takes two minutes, not 1.2 minutes.

Verizon bought Alltel.  Some of the Alltel regions may have had to have been sold to another provider, however, to prevent Verizon from being the sole area carrier.  Cell stuff is really, really complicated.  And weird.  Really weird.  But anyhoo, be glad if Verizon bought your number up.  Verizon f-in pwns.

Safelink is a service that is provided to a limited number of people.

Limited in what sense exactly?
The Universal Service Law requires the following: at or below 135% of the Federal Poverty Guidelines, or participation in Medicaid; Food Stamps; Supplemental Security Income; Federal Public Housing Assistance (Section 8); Low-Income Home Energy Assistance Program (GAO Greater Fraud Prevention Controls are Needed); National School Lunch Program's free lunch program; or Temporary Assistance for Needy Families (some other things will make you eligible too)
Assets don't seem to matter. (Millionare still eligible for food stamps).
According to a GAO investigation, even USF funds aren't a limiting factor.
The USAC (a private company that is collecting and dispursing the USF tax) reports that 58% of US households are eligible (perhaps that was the limiting factor you were talking about?). But, then again. It isn't as if fraud doesn't exist in those qualifying programs.

Even if you aren't eligible (since you only need to certify that you are eligible to participate), the odds of you getting caught are close to nil, and the punishment is next to nothing.

It is a good service for those that need it. It's pretty messed up that they are going to charge for this. The people that get this are usually on a very fixed income. 

The USF was originally created to promote "social equity" (for those in rural areas without telephones), to 
"an economic efficiency objective" under Reagan, now the FCC wants to bring broadband access to everyone (seems it is nearly impossible to kill a government program, or a government tax, even after its objective has been met). I think FactCheck has it wrong, by not calling it a tax. What should really bother people on the left is that the majority of USF funds go to big telecom companies (61% high cost vs. 12% low income fund dispursements 2006). If you like compaines syphoning from the government, so be it. The E-Rate program (also part of the USF tax) takes another 20% (it too has had a problem (HP) of waste, fraud, and abuse), but that doesn't stop the NEA from wanting to get rid of those pesky archaic accounting practices.. Food Stamps have similar abuse problems, and when some states want to curb abuse they are looked down on.The Lifeline Program has had similar abuse problems. With approximately 6 million free cellphones, free food for you and your kids, free housing, free energy to play your Wii or Xbos, free cash aid to gamble at the casinos, and the FCC soon to give free broadband is it no wonder so many people want to be poor in America?

Then they do what they can with the money they get... It would be democratic because people have a choice... It would also be an informal form of voting. If not enough people support a program it gets dropped.

Sure... if you include every government funded program.  Including roads, education, waterways, the military, the FDA, etc. and so-on.
