Not exactly. People can, and often do, have more. However, the government penalizes couples with multiple children. People in rural areas (amongst others) are often exempt. (Wiki link for further reading and research: en.wikipedia.org/wiki/One-child_policy)
I'm not defending the policy, especially as there are credible reports of draconian enforcement. Population control is an important issue, and needs to be dealt with. I just do not agree at all with the PRC's methodology.
