You basically are giving a 6th level wizard the option to cast Hold Person on a target for a spell slot that's way lower than it should be. Those few rounds it's gone, the entire battle can be shifted. You could potentially suspend the big bad of a boss fight and, while he's indesposed, everyone can just murder all the guards and wait for him to return. Then just decimate him because there's no more opposition. In my opinion, that should be the top tier ability and the altering fate one should be weakened to allowing you to grant them a luck reroll, then you can set that as the 6th level ability. Because remember, this isn't the only thing this wizard has. They're still a wizard. They've got tons of spells to ruin your day with. |
