Character Gear Creation Questions

Hello, I'm rather new to D&D and my friends and I are going to be playing quite a bit here soon. In light of this they had me begin to create my very first character. During this creation period I asked several questions about gear etc etc, and one thing I asked was if I could create my own end game gear for my character, which they said yes to. I'm not entirely sure if this is standard (I don't really think it is lol) but i became excited. Due to this I began to contemplate what kind of gear would work well for the kind of character I was trying to build. It may be terrible all around, but so far I'm loving the idea of it. That aside, I became concerned when I set out to create this gear fearing that what I wanted to make was either ridiculously over powered, ridiculously under powered, or flat out impossible without breaking rules. To reiterate, I am BRAND NEW to the world of D&D.

I have only thought of one piece of gear thus far simply out of these concerns. The item in question is a pair of gloves. The idea behind them is that if no weapon is in my off hand it can dual as a magic sheild and block 90% magical damage of any kind. While cool and awesome in theory I want to stick to rules and regulations, while also not making my character's gear under or over powered. Some assistance with my concerns would be greatly appreciated.

I also noticed that in this forum topic it states it is meant for fifth generation, but my friends are playing by 3.5. I'm not sure how massive of a difference, if any, that will make it the answers given to me, or if I am on a different forum page than I am on. If that is the case, my bad. Could you point me to the right forum?
