Hey, all!

I'm playing a new character for a campaign that just switched over to 5e. The concept I have in mind is a man who has very little combat utility himself, but he is constantly surrounded by puppets that attack his enemies. I have very little experience with 5e and have no idea what class would work best for this.

For flavor, he's usually just walking alone giggling and speaking nonsense, but when someone goes for him a bunch of puppets come from out of nowhere and protect him. Bonus points for a class that could theoretically turn slain enemies into puppets themselves. Help a guy out?

The closest thing would be a necromancer or a summoner.
Animate object can also be used for a similar concept.

The problem is all those concept require high level to achieve (to obtain the spells)

I believe wizard: necromancer might be the closest thing.

cantrip: chill touch: create a goulish hand attacking your enemy

Spell level 1: ritua find familiar. You obtain a familiar who can act on its turn. usually the familiar is suppsoe to be a tiny animal, but I'm sure you can reflavor it for a puppet tiny animal with the same stat as a tiny animal

when you reach level 5 you can learn animate dead (and reflavor it into puppet who have the same stats as zombies)

When you reach level 9 and elarn you first spell level 5 you can take animate object and give "life" to real puppet

when you reach level 15 and obtain your spell level 7 you can finger of dead which if you bring a target to 0hp he raise as a zombie.

A cleric using the spiritual guardians spell seems as close to being protected by a swarm of puppets as I think 5e gets (at least until we get a revised artificer).  If your DM was open to homebrew, you could ask about getting a modron for a familiar for a chainpact warlock and see if he/she would be okay with refluffing the conjure woodland beings spell to conjure minor constructs (to summon a bunch of modrons) and add that to the warlock's spell list.  Reflavor the modrons as puppets.

I would probably just use the G.O.O. pact features, but the pact spells could be:

1st:  dissonant whispers, tasha's hideous laughter

2nd:  cloud of daggers, crown of madness

3rd:  spirit guardians, wind wall

4th:  conjure minor constructs, hallucinary terrain

5th:  animate objects, telekinesis

Warlock Chain or Tome Pact, Archfey/ Fiend or Great Old One.

Ultimately, I would suggest taking a leaf out of (sssshh Savage Worlds) and flavour things. Think out of the box.

Eldritch Blast doesn't necessarily have to be appear as it is described in the PHB, as long as you roll to hit, are successful in the roll then roll the appropriate D10(s) for damage its fine.

You could rename it Attack of the Clones, each beam appears as a swarm of puppets, or a swirling in the air which punish those who dare hurt you.

Hellish Rebuke, could be puppets who breathe fire, or move faster and burn their victim.

I also would look at modifying the spells granted by the Pact as Mechatarrasque suggested. (Cloud of Daggers and Crown of Madness are already on the Warlock spell list, so cannot be Expanded Spells.

It would also work for Archfey or Fiend.

1: Faerie Fire, Animal Friendship.   Burning Hands, Command.       Dissonant Whispers, Tasha's Hideous Laughter

2: Calm Emotions, Phantasmal Force.   Blindness/Deafness, Scorching Ray.    Detect Thoughts, Phantasmal Force

3: Spirit Guardians, Conjure Animals.     Spirit Guardians, Fireball.     Spirit Guardians, Wind Wall.

4: Dominate Beast, Conjure Woodland Beings.    Conjure Minor Elementals, Wall of Fire.   Dominate Beast, Conjure Minor Elementals.

5: Dominate Person, Animate Objects.    Flame Strike, Animate Objects.    Dominate Person, Telekinesis

Invocations such as Beast Speech, would be particularly useful to my modified Archfey Expanded Spells.

If the DM is fine with this you could also replace the level 14 pact feature of the Archfey and Fiend with Create Thrall from the GOO pact.

The books encourage this behavior, actually. Reflavoring spells, abilities, races, and classes is part of the suggestions the authors make to your game. All of it is up to your DM, obviously. The mechanics of a thing should stay generally consistent. Reflavoring things, though (in my opinion) should be done often, so that characters shine for their concepts, allowing fully realized characters and good opportunities for quality rp. Be sure that when you make your character you discuss how well the character is going to get along with the rest of the group with your DM.
