Other than Bestow Curse, what other ways are there to give disadvantage to an enemy's saving throws?

If you take 3 levels of sorcerer, you can take the metamagic option heighten spell, which imposes disadvantage on an enemy's saving throw for the spell with which you used this feature.

Contagion from the druid/cleric line gives disadvantage on one type of saving throw as long as they are susceptible to disease.

Otto's Irresistable dance gives it on Dex saves, so toss this, then a fireball I suppose. that and anything that gives restrained will disadvantage Dex saves web, ensaring strike, entangle, EVT, flesh to stone, imprisonment, indigo prismatics, speaking with plants to entangle, telekenisis,).

Paralyzed auto-fails dex and strength saves (hold monster, hold person), as does petrified (but is resistant).

Unconcious (i.e. sleep) is auto-fail for Dex saves.

There are also a number of "such and such gets disadvantage on their saving throws because Tradition and stuff" spells.

It does seem like if one wants to use the disadvantage on saving throw thing, Dex is the one to hit, and thus evocation is probably the right school as a wizard. Web against not-strong guys, hold person/monster/Otto's/eyebite against unwise guys (eyebite and Otto's requires an action to make a save, so bonus there but also quite a bit higher), sleep against those guys you can (unconcious), bestow curse if you must (touch, might be a good use of a familiar).

I'm unsure how phantasmal forces of something that restrains them would work... seems like it maybe should apply disadvtange if they fail the Int check, but that's definitely off in DM land. Seems like a thing that might be a bit abuseable (hi there Mr Ogre! I'm going to target your Int with these super duper strong illusory webs!), but there are spells that do similar things in that range.

Play an eldritch knight or arcane trickster for eldritch strike or magical ambush.

Does a save count as an "ability check"?

If so, then Hex gives disadvantage.

That was what I thought at first for Hex (that it Disadvantaged Saving Throws not Ability Checks). It just makes so much sense if it did: it adds damage to attack roll spells and it'd add damage to saving throw spells by making them harder to miss.

it would be too strong if hex also imposed disad on saves

Would it now? It only effects one target at a time and (from what I can read of it) you can't change which saving throw it effects after casting.
