Dragon wing and magical chest piece

for the dragon wing ability of the dragon blood sorcerer you got this paragraph saying:

 

You can’t manifest your w ings while wearing armor
unless the armor is made to accommodate them, and
clothing not made to accommodate your wings might
be destroyed when you manifest them.

 

how does "accomadate your wings" work? For a non magical armor, I can simply go to a blacksmith or tailor and ask them to make 2 opening flaps on the back? how much would that cost and would it reduce the AC provided by the item? if my caracter got artisan tool could he do that himself? how much time and what would be the DC?

 

If the item is magical? is it as simple, or cutting 2 holes int he back wold ruin the magical sigils and lining and whatyouwantreason? who would you seek to alter a magical piece of gear to accomodate your wing? coudl it be done with an artifact chest piece let's say I found the archmagy robe of Boccob (or what ever the God of magic  in your realm his)
