I was wondering if I could get some help with a character I wanted to make.  I would like to make a shapechanging wizard that uses the Shapechange spell at high levels and Polymorph at earlier levels, and uses different forms from those spells to fight in combat.  I thought it would be important getting the resilient feat for proficiency in con saves, and warcaster feat for advantage on con saves.  Is there anything else that I should think about doing to help me keep my shapechange form in battle and/or would help me with this concept?

I know you want to be a wizard however i might suggest maybe 3 levels of moon circle druid just minor battle and utility shapechange until u pick up some higherlevel ones that refresh on short rest

Druid with Magic Initiate feat to take some obviously wizardy spells. Then just wear a pointy hat around. Talk to the DM about your goal, and get the go-ahead to use full arcane implements and lose the "no metal" restriction and other flavor elements. You can use druid armor proficiency and flavor it as toughness provided by partial transformation.

Warlock also works. You can get shape-changing flavor out of invocations without spending slots, like Armor of Shadows (mage armor) flavored as hardened scales, Beast Speech (speak with animals), Otherworldly Leap (Jump), etc. Take the Archfey pact so you can unleash a terrifying T-rex roar (Fey Presence), or transform into a tiny insect to escape combat (Misty Escape), both on a short-rest recharge. Tome pact boon lets you take some Wizard stuff if you feel something is necessary. Warlocks also get True Polymorph at level 17.

I think Abjurer is your best bet. Arcane Ward will keep you in your shape longer.

Transmuter will get you the Con save proficiency at level 6 without the feat, though.

take alter self and change self at low levels and there is a progression to your abilities. Play the early parts of your career and the later parts will be more rewarding.

I think resilient(con) does not affect your concentration checks when you are under the effect of a polymorph spell, as you use the stats and proficiencies of the form you are using. However warcaster can help you stay a bit longer in you polymorphed form, and imo is a must if you intend on using the polymorph spell a lot.

Kron_Karn and Macv12 both make an interesting point, about the reflavoured druid, you could very well roll with that if your DM allows it, as it seems to be the best way to accomondate mechanically and from early game what you want to play.
