Help with villain creation

Hey guys and gals! I'm currently working on a 5e campaign in the Forgotten Realms setting. With the appearant resurrection of Tyr, two of my players decided to create characters that worship him. Later in the campaign I wanted to weave their devotion to Tyr, assuming it still persits then, into the campaign directly. My idea was that the two worshipers and the rest of the party would be dragged into a conflict between Tyr and Hoar. I'm planning on introducing a powerful NPC, perhaps with PC levels, as an antagonistic figure in the conflict. This is where I need some help. I wanted him to have levels as divine and arcane casters. I wanted him to be around level 16 (give or take). My first thought was to go with Eldrich Knight fighter/ Oath of Vengence paladin, or perhaps Wizard/ Pally or even Wizard/ Cleric with War domain. I realize splitting the caster levels might make the character less powerful over all, but thematically I wanted him to know both. Any suggestions for how I should build him?

Look at the thread for Paladin builds. GladiusLegis suggests multiclassing Bard 3 to make a defensive build, or Sorcerer 3 so your villain can apply buffs faster and be a player-killing meat grinder. There's also an Oathbreaking Necromancer Paladin10/Wizard6 to make a master of the undead, which fits the cleric/wizard theme.

 

The thread for Wizard builds suggests dipping Cleric for the armor and a few spells, but not going any further. Guide writers prefer focusing on one casting class or the other.

Well, you are the DM, you can do what you want.  Make him a level 16 Wizard or Sorcerer, but give him access to spells both on the Wizard's and the Cleric's table.  I mean, if he is a boss character, mix like 3 classes together if all the players are going to fight him.  How about a Fighter, Wizard, Cleric?  He can use a spell and as a bonus action attack with a weapon?  He can have 2 Legendary Actions, how about either casting a spell, attacking again, or moving again?

According to 3e Unapproachable East, there was a group of Hoar-worshippers who downplay his Vengeance domain to concentrate on his Nobility and (Good) War domains.  Let their writings survive down the years, and be rediscovered.  You could have foes who believe that the civil war they precipitate will prepare the way for a rightful ruler of the land.  The plot arc can begin with a (failed?) assassination attempt aimed at the current ruler's "right-hand man". 

This group might be trying to cleanse the land of a criminal (or merchant) group that manipulates the political process from behind the scenes.  In which case, Tyr-worshippers would be inclined to help out, until they peel a few layers off the onion and discover the true plot at the center of these acts.
