This is just a hodgepot of other class features that you'd have to multiclass five ways to Friday to acquire. Hopefully the inacessability will help make this subclass seem unique. Apart from Adrenal Focus, that one's all me.

Bonus Proficiencies - When you choose this archetype at 3rd level, you gain proficiency in Martial Ranged Weapons and gain the Archery Fighting Style.

Second Shot - Starting at 3rd level, once on each of your turns when you make a ranged weapon attack, you can make another attack with the same weapon against a different creature that is within 5 feet of the original target and within range of your weapon.

Eagle Eyed - Starting at 9th level, you can see up to 1 mile away with no difficulty, able to discern even fine details as though looking at something no more than 100 feet away from you, and both the long and short distances of your ranged weapons are doubled. Additionally, dim light doesn't impose disadvantage on your Wisdom (Perception) checks.

Lurker - By 13th level, you have learned to become one with the shadows. When you are in an area of dim light or darkness, you can use your action to become invisible. You remain invisible until you make an attack, cast a spell, or are in an area of bright light.

Adrenal Focus - Starting at 17th level, you become a master of accuracy and focus. During the first round of combat you can apply Sneak Attack to every attack you make.

I dn't see how quickshot (which should be a bonus action), or adrenal focus make you a sniper...

IMO:  You should get bonuses, but only if you don't move.

Level 3:

Archery Style: +2 to hit with ranged weapons.

Bonus Proficency - Perception, Martial Ranged Weapons.

Low Profile: You can make ranged attacks while prone without disvantage.

Level 9:

Eagle Eye: You can see 1 mile.  Double the short and long range of any ranged weapon attack.

Steady Shooter: If you did not move last turn and do not move this turn, you can use your bonus action to get +3 to hit on your next ranged weapon attack this turn.

Level 13:

Hidden Sniper: If you attack while hidden, and do not move, you remain hidden.  Enemies know the general direction of where the attack came from.

Level 17:

Headshot: You can score a critical hit with ranged weapon attacks on a 16-20.

1.  Prof perception:  Sounds good.

2.  Quickshot:  This doesn't feel like sniper stuff.  This feels like gunslinger stuff.  I would change this feature to be something like an ability to deal critical damage as if you had crit (headshot) a growing number of times per day as you level.  It could require advantage just like sneak attack, but you would double the damage dice for the attack like a crit but it wouldn't be an actual crit so it would not benefit from crit related stuff.

3.  Eagle Eyed:  Sounds good for a sniper.  You could also tie this to weapon range in order to make specific weapons which you call out (Longbow, Crossbow IE) gain benefits.  It's nice to be able to see a mile down the range, but if your weapon is incapable of shooting that far it's less interesting for a sniper.

4.  Lurker:  This is ok considering that Cunning Action exists, so you basically use your action to go invisible then bonus to hide.  Set up time for a sniper makes sense flavor wise in order to gain benefits.

5.  Adrenal Focus: This is fine imo.  Being able to apply sneak attack on every attack for a round is a nice capstone though not particularly sniper oriented since snipers aren't supposed to make tons of shots.

Ah but these aren't just snipers, they're also main characters. They don't just take out lone targets, they'll also take out those two guards talking to each other. Hence Quickshot. Adrenal Focus is just taking a snipers ability to quickly and efficently line up a shot and ramping it up to 11. Will change Perception proficiency to Archery Fighting Style and Martial Ranged Weapons. Would add a range expansion... but I'm not so good with imperial.

Level 3:

Archery Style: +2 to hit.

Proficency in martial ranged weapons.

Level 9:

Sniper Stance:  If you did not move, you can spend an action to lie prone and get yourself in a special shooting position.   This takes concentraion as if you where concnetraion on a spell.  This last untill you move, or lose concentration.  While in this position, you do not take disavntage from being prone, you can use your bonus action to gain advantage on your next ranged weapon attack this turn, and you can clearly see 1 mile if there is no obstructions.

Level 13:

Hidden Sniper: If you are hidden when you use Sniper Stance, you remain hidden when you make ranged weapon attacks.  Enemies know the general direction the attack came from.

Distant Shot: Your range on weapon attacks is doubled.

Level 17:

Headshot: You can score a critial hit on a 19-20.  (9.25% more with advantage).

Eh, Quickshot is a direct rip-off of Horde Breaker, I just stuck "ranged" in front of "weapon attack".

Don't name it "Quickshot" as that's thematically inappropriate - Name it "Double-shot" and flavor it as firing two arrows with a single draw of the bow, move it to Level 5 and make them hit either the same target or two targets within 5 ft of each other. It's just an archery version of extra attack. Make sure it doesn't stack with Extra Attack if given by another class (Like the Warlock extra attack thing).

Sneak Attack + Hordebreaker = Sneak Attack + Extra Attack + 2d6.

And how, pray tell, would I move it to level 5 when the subclass features are at pre-determined levels. Not to mention it's only viable if you have two enemies within 5ft of each other and you can't focus fire with it.

So yeah, total DPR is increased by a maximum of 2d6 vs multiclassing for extra attack, but the DPR vs a single target is unchanged from a baseline Rogue.

You're right - Level 5 is no good. What about removing the drawbacks (two enemies within 5ft of each other and you can't focus fire with it.) and moving it to Level 9? Just a straight-up extra attack at Level 9 (Doesn't stack with extra attack feature gained from other classes)? I know it loses some "flavor", but the flavor isn't what I imagine for a sniper anyway.

**Edit: Move Eagle-eyed to Level 3

Or -

Here's something that sticks with the flavor and might not unbalance you at Level 3 - "Second Chance Shot" Whenever you miss with an attack roll that would have included sneak-attack damage if it had hit, you can spend your bonus action to quickly fire a second missile at the same target.
