#3 akr71 Jun 16, 2015 10:04:48	"It is frequested by Redbrand thugs and operated by a surly female dwarf named Grista."  - directly from the adventure (I'm DMing it for a different group).   The Redbrands have been run off or killed.  I suppose my rogue could run Grista out of town (or run her through), but he's trying to turn the corner on his past as a fence in Waterdeep.  Killing monsters and hostiles is one thing, but cold-blooded murder is not his thing.   I found Maintenance Costs on pg 127 DMG and it lists Inn (this is a taproom, so it should be lower than an inn) and constructions costs on pg 128, but those construction costs are for Building a Stronhold.  The closest is Trading post at 5000gp & 60 days, but this is an existing structure, not a new construction.
