So my character is currently level 3. He is a Stout Halfing light cleric.

His stats are:

Wis = 16

Con = 16

Dex = 14

Cha = 12

Str = 12

Int = 11

Armor: Scale Mail and Shield

Weapon: Dagger/Mace

What feat or ability bump would you guysa reccomend at level 4.

This character will be on a boat a lot, and will sometimes need to be solo when away from his crew.

Probably +2 Wis is most optimal as a Light Cleric.

But if you find that boring try something like Lucky, Observant, Mobile.

+2 Wis will:

+1 to perception to see stuff from far away on your boat

+1 to Insight to realize the merchant is actually a pirate lying to you

+1 to your spell DC witch is HUGE bonus, making the difference between a 14 damage fireball and a 28 damage fireball, or the different between wasting your action and a spell slot on a resisted Hold Person an a round where your ally all got a critical hit on there attack made with advantage against a paralyzed creature.

+1 o your Spell attack, so you'll touch more often with your inflict wound 3d10 attack.

+1 HP healed with your healing spell that add your spellcasting modifier (like cure wound and healing word)

As a full spell caster, if your main trick is casting spell to hinder the opponent (damage, crowd control, debuff etc...) you usually want to bring your spellcasting stat to 20 ASAP, IMHO this is true for caster druid (moon druid might be an exception), wizard, sorcerer, warlock and Bard.

If you use your spell mainly to buff your team (healing spell, bless, create food/water etc...) then a feat might be more useful.
