Anyone remember these and where they came from?

I think they may have been a psionic thing.
They could be magical, both arcane and divine, or psionic. IF your the DM, I'd suggest finding the magical item (any edition) that has a similar bonus, or find utility items of the right level, and just call it a tattoo instead.

I remember there being several options for tattoos (similar to the Tattooed Monk PrC). There were options for say a jaguar tattoo and a spear tattoo, each offering different benefits to the wearer and some with the option to separate from the wearer and act accordingly..
I dunno, perhaps it is all just a vague shadowy dream.
Sorry man, the only tattoo's I remember were the psionic "potion" ones in Planescape.
I guess there were the dragonmarks in Eberyon as well.

But my Google-Fu has found living tattoos in Ravenloft, as a monster (Monstrous Compendium: Appendix III: Creatures of Darkness (MC III)
