I just made a 5e D&D character and was looking for some feedback on it.

The goal i have with this build is a Skill monkey/battlefield tactician. I dont care about my damage, i am mostly concerned with utility in and out of combat, being the "go-to" guy for skill checks, and inspiration.

I rolled my stats in front of DM, he was mad, but made the rule to roll instead of point buy

Stats w/racial modifiers added

Teifling Bard 4/Fighter 4
Backround- Entertainer, gets me 2 more skills
Str- 11
Dex- 16
Con- 14
Intel- 16
Wis- 14
Cha- 18

Bard - college of lore for +3 skill proficiency

Inspiration - target creature gets 1d6 for att roll, save, or check for 10 mins, once rolled, bonus lost, cha mod/day uses
Cutting Words- use inspiration to distract enemy, minus 1d6 from any roll before success or fail resolved

Fighter - battle master for maneuvers, 4x d8's per short or long rest

Maneuvers chosen:
Command Strike- use action to order target creature to att, roll d8 and add to dmg roll
Rally- target creature gets 1d8+cha mod temp HP
Maneuver Strike- hit a target, add d8 dmg, target creature uses reaction to move half speed w/o provoking opportunity att from target

Feats:

Skilled - +3 skill proficiency
Medium Armor Master -
*no disadvantage on stealth checks in medium armor
*add 3 instead of 2 dex bonus to ac in medium armor (with 16+ dex)

You should know one more spell right?  Looks like you only know 6 spells but a 4th lvl bard knows 7.

Also, shouldn't you have more skills?  Typically a bard starts with 3, your background gives you 2, the Skilled feat gives you 3 more... that's 8.  Then your Bardic College gives you 3 more.  That's 11.  I only counted 10.  Did you take proficiency in a tool as one of the proficiencies gained by Skilled?
