Moon druid homebrew

After reading about the druid I really like the shapeshifting but it's too swingy for me, at level2 you are a juggernaut but later on  become a pushover until lvl10 when you get your chance to shine again.

 

So I'm trying to make a scaling bear wildshape from level2, using roughly a fighter dual wielder stats and lowering the damage a bit and AC by 1.

 

We are also house ruling you take half your wild shape max hp in damage everytime you are killed in wild shape.

 

Here is what I have so far.

AC would cap at 17 save magic stuff and strenght bonus at 20. The goal here is to make wild shape usable at all levels.

 

Do you think this would be ok for actual play? I don't want to step on our fighter toes and it's my first time homebrewing.

 

My DM thinks a bear should have higher HP and lower AC but I feel like that might screw the balance against enemy casters and I don't know how to balance it.
