Pick Any Skill?

Lets say I decide to make a barbarian, and take the athletics skill proficiency, then take the outlander background, which gives me the athletics and survival skill proficiency, and the background rule states that if you get the same proficiency from a background that you already have from a different source, then you can exchange it for a different proficiency of the same kind, in this case a skill, does it follow by RAW that I can basically pick any skill proficiency? Or what am I missing?

Nothing stops you. You are reading the RAW correct. The backgrounds themselves already allow you to pick pretty much any skill. Check the custumizing a background rule.

I see. Thanks. And I overlooked the Customizing the Background Rules, so thanks for pointing that out. I feel much better about the background rules now (it's understandable, but they are quite generic and don't always fit. I have a document with a compilation of backgrounds from a previous edition that can be possible now, as well as, one's made from scratch. Within the confines of those rules, of course. My players will be happy). Thanks again for pointing this out.
