If I multiclass two different spellcasting classes, full casters, how does my spellcasting progression work? For example, Tempest Cleric and Sorcerer. If I have a level 5 character, doing Tempest 2/Sorcerer 3, do I have access to third level spells? And are my spell slots what they'd normally be for a 5th level spellcaster?

When you multi class full casters add their full level together and consult the chart this is your spell slots. If neither of your classes could learn a 3rd level spell then you can't learn a third level spell even if you have the slots for it however many spells allow you to use a higher level spell slot to do something more like charm person I believe allows you to target more creatures. Did I explain that clearly an correctly?

ok in your example:

Cleric 2/sorcerer3:

you are consider a 5th level spellcaster so you refer to the table in the multiclass section of the PHB ad you see that each day you can cast 4 level 1 spell, 3 level 2 spell and 2 level 3 spells

Then you go see your individual class to see what spell you can learn/prepare:

cleric 2 with 16 wisdom: you can prepare your cleric level+wis spell per day, and you can only prepare spell level 1 or lower. So you can prepare 5 spell level 1 from your cleric spell list

Sorcerer3 with 16 charisma: you can learn 6 spell up to level 2. so learn your spell like if you were a level 2 sorcerer. I suggest magic missile, shield, mage armor, charm person, misty step and invisibility.

Now you realize that you only know spell level 2 or less but you got level 3 spell slot you can use. well you can use those spell slot to upcast your spell. so you can cast cure wound as a spell level 3 healing your taret 3d8+wisdom (instead of 1d8+wisdom) or you can shoot magic missile level 3 shooting 5 darts instead of 3.

you will need to wait untill you obtain sorcerer level 5 (so minimum character level 7 at this point) to learn fireball and at the point you'll be able to upcast firebal as a spell level 4 doing 9d6 instead of 8d6.
