Question Regarding the Sentinel Feat

In particular, my question is centered on the second beneft:

"Creatures within 5 feet of you provoke opportunity attacks from you even if they take the Disengage action before leaving your reach."

The question is:

"Does this mean that I am given an opportunity attack if an enemy steps within 5 feet of me?"

Or does this mean the benefit is to merely give you the opportunity attack if they use Disengage?

The second, you need Polearm Master to provoke as people approach you

To clarify: the benfit you quoted allows you to take an opportunity when an enemy within 5' (also known as 'adjacent to you') moves to any space 10' away from you - whether or not they use the Disengage Action.
